조 의원은 원 장관에게 "피의자이면서 피해자인 이중적 지위를 갖고 있을 때 성평등가족부는 어떻게 판정하느냐"고 질의했다. 원 장관은 "피해를 입은 부분에 대해서는 인신매매 피해자로 인정돼야 한다고 생각한다"고 답했다.

조 의원은 "범죄를 저지르고 있다는 것을 알면서도 했다고 하는데 피해를 받은 부분에 보상을 해야 하느냐"고 재차 물었다. 이에 원 장관은 "각 사안별로 다르게 봐야 할 것 같다"고 신중한 입장을 나타냈다.

이번 사건은 캄보디아에서 한국인들이 현지 범죄 조직에 의해 감금된 채 국내를 대상으로 한 범죄에 가담한 것으로 알려지면서, 이들을 피의자로 볼 것인지 인신매매 피해자로 볼 것인지를 둘러싼 논란이 제기돼 왔다.
