충북대학교병원 위탁사업 부실관리 논란이 국정감사에서 집중 거론됐다.

김용태(국민의힘·포천가평) 국회의원은 23일 충북대학교 개신문화관에서 열린 충북대·충북대병원 국정감사에서 충북도가 충북대병원에 위탁한 '바이오헬스데이터 중심 지방소멸대응 혁신응급의료시스템 구축사업' 관리 부실 문제를 지적했다.

김 의원은 "응급의료시스템 사업 문제가 이정범(국민의힘·충주2) 충북도의원과 내부자 제보로 드러났다"며 "병원에서 사전에 이런 문제를 걸러낼 장치가 없냐"고 질의했다.

김원섭 충북대병원장은 "충북대병원은 전국 국립대병원 중 3~4위 수준의 연구위탁을 수행하고 있는데, 의대정원 사태 등으로 인력 보충이 없는 상황에서 일이 진행되다 보니 여러 문제가 발생했다"고 답했다.

그는 "문제 확인 후 전자시스템을 개선 중이고, 특정인 채용 관련 지침을 마련했다"며 "세부적으로 살펴보지 못한 점에 대해 죄송하게 생각한다"고 사과했다.

김민전(국민의힘·비례) 국회의원도 "감사보고서에 연구책임자 징계 요구가 있다"며 "징계권자인 총장의 입장이 궁금하다"고 물었다.

고창섭 충북대 총장은 "감사보고서만으로는 징계 수위를 결정하기 어려워 검토 중"이라며 "산학협력단 처벌 수위에 맞춰 진행할 예정"이라고 답했다.

충북도가 충북대병원에 위탁한 이 사업에서는 허위 문서 작성, 회계책임자 자녀 채용, 부정급여 수령 등의 문제가 드러났다. 충북도와 충북대병원은 현지조사 및 자체감사를 실시해 부적정하게 집행된 사업비 690만원을 환수하는 등 후속조치를 완료했다.

The controversy over mismanagement of a consigned project at Chungbuk National University Hospital was intensively raised at a National Assembly audit.

National Assembly member Kim Yong-tae (People Power Party, Pocheon-Gapyeong) pointed out the mismanagement problem of the "Bio-health Data-centered Rural Extinction Response Innovative Emergency Medical System Construction Project" consigned by North Chungcheong Province to Chungbuk National University Hospital at the National Assembly audit of Chungbuk National University and Chungbuk National University Hospital held at Chungbuk National University's Gaesin Cultural Center on the 23rd.

Lawmaker Kim asked, "The emergency medical system project problem was revealed through North Chungcheong Provincial Council member Lee Jeong-beom (People Power Party, Chungju 2) and an insider's report. Doesn't the hospital have a mechanism to filter out such problems in advance?"

Kim Won-seop, director of Chungbuk National University Hospital, responded, "Chungbuk National University Hospital performs research consignments at the level of 3rd to 4th among national university hospitals nationwide, but various problems occurred as work proceeded without manpower replenishment due to the medical school quota crisis."

He said, "After confirming the problem, we are improving the electronic system and have prepared guidelines related to hiring specific individuals," apologizing, "I am sorry for not examining the details."

National Assembly member Kim Min-jeon (People Power Party, proportional representation) also asked, "There is a request for disciplinary action against the research director in the audit report. I'm curious about the position of the president, who has the authority to discipline."

Chungbuk National University President Go Chang-seop replied, "It is difficult to determine the level of discipline based on the audit report alone, so we are reviewing it. We plan to proceed according to the level of punishment by the Industry-Academic Cooperation Foundation."

Problems such as false document creation, hiring of the accounting officer's child, and receipt of improper payments were revealed in this project consigned by North Chungcheong Province to Chungbuk National University Hospital. North Chungcheong Province and Chungbuk National University Hospital conducted on-site investigations and internal audits and completed follow-up measures such as recovering 6.9 million won in improperly executed project expenses.
