충청권광역급행철도(CTX) 사업이 기획재정부 산하 한국개발연구원(KDI)의 민자적격성조사를 통과했다. 충청북도는 2025년 11월 14일 조사 통과 사실을 밝히며 충청권 초광역 교통망 구축이 본격한다라고 발표했다.
◆ 5조원 규모 민자사업 추진
CTX는 대전정부청사에서 세종정부청사, 오송역, 청주도심을 거쳐 청주국제공항까지 연결하는 총연장 64.4km 구간이다. 총사업비는 약 5조1135억원이 투입된다. 국토교통부는 사업자 선정, 실시협약 체결, 실시설계, 착공 절차를 순차적으로 진행할 계획이다.
◆ 청주 도심 통과 노선 확정
충청북도는 청주 도심을 통과하지 않는 초기 노선안에 대해 중앙부처 및 관계 지자체와 수년간 협의했다. 도는 연구용역과 공동건의, 공청회를 거쳐 도심 통과 대안 노선을 제시했다. 이번 KDI 통과로 청주 도심 통과 노선이 확정됐다.
◆ 이동시간 대폭 단축
CTX 완공 시 충북도청에서 오송역까지 약 13분, 세종청사까지 31분, 대전정부청사까지 45분이 소요된다. 청주 도심과 세종, 대전 간 이동시간이 단축되고 서울 및 수도권 접근성도 강화된다.
◆ 청주국제공항 거점화 기대
청주국제공항은 CTX 연계로 중부권 거점공항 기반을 마련한다. 세종·대전 연계를 통한 항공·물류·비즈니스 허브화가 예상된다. 국가균형발전, 탄소중립, 대중교통 활성화 정책과도 연계된다.
이복원 충청북도 경제부지사는 "KDI 민자적격성조사 통과는 충북도민의 열망과 충청권 협력이 만든 성과"라며 "수도권 집중으로 인한 인구절벽과 지방소멸 위기 속에서 충청권을 하나로 묶는 균형발전의 구심점이 될 것"이라고 밝혔다.
이 부지사는 "청주 도심 통과는 충북의 정당한 교통 접근권 확보"라며 "국토교통부와 협력해 민자사업자 선정과 착공까지 남은 절차를 신속히 추진하겠다"고 말했다.

◆ 5 Trillion Won Private Investment Project Launched
CTX connects a total length of 64.4km from Daejeon Government Complex through Sejong Government Complex, Osong Station, and downtown Cheongju to Cheongju International Airport. The total project cost amounts to approximately 5.1135 trillion won. The Ministry of Land, Infrastructure and Transport plans to proceed sequentially with operator selection, implementation agreement, detailed design, and construction.
◆ Downtown Cheongju Route Confirmed
Chungcheongbuk-do Province negotiated for years with central government ministries and related local governments regarding the initial route plan that bypassed downtown Cheongju. The province presented an alternative route passing through the city center through research services, joint proposals, and public hearings. The KDI approval confirmed the downtown Cheongju route.
◆ Travel Time Significantly Reduced
Upon CTX completion, travel time from Chungcheongbuk-do Provincial Office to Osong Station will be approximately 13 minutes, 31 minutes to Sejong Government Complex, and 45 minutes to Daejeon Government Complex. Travel time between downtown Cheongju and Sejong and Daejeon will be reduced, and accessibility to Seoul and the metropolitan area will be enhanced.
◆ Cheongju International Airport Hub Development Expected
Cheongju International Airport will establish a foundation to become a central airport in the central region through CTX connection. Development as an aviation, logistics, and business hub through connection with Sejong and Daejeon is anticipated. The project aligns with national balanced development, carbon neutrality, and public transportation revitalization policies.
Lee Bok-won, Vice Governor for Economic Affairs of Chungcheongbuk-do Province, stated, "The KDI private investment feasibility study approval is an achievement created by the aspirations of Chungbuk residents and cooperation of the Chungcheong region," adding, "Amid the population cliff and regional extinction crisis due to concentration in the metropolitan area, it will become the focal point of balanced development that unites the Chungcheong region."
Vice Governor Lee said, "Passing through downtown Cheongju secures Chungbuk's legitimate transportation access rights," and promised, "We will cooperate with the Ministry of Land, Infrastructure and Transport to swiftly advance remaining procedures including operator selection and construction."
