◆ 기금운용심의위원회 개최
청양군(군수 김돈곤)이 11월 3일 군청 상황실에서 '2025 청양군 재난관리 기금운용심의위원회'를 열었다.
위원회는 당연직 위원과 민간위원 등 7명이 참석했다. 위원들은 기금의 적립·집행 방안과 재난 대비 사업을 검토했다.
◆ 2025·2026년 운용계획 심의
위원회는 2025년 청양군 재난관리 기금 운용 계획 변경안과 2026년 청양군 재난관리 기금 운용 계획안을 심의했다.
청양군 재난관리기금은 「재난 및 안전관리 기본법」 제67조와 「청양군 재난관리기금 운용·관리 조례」 제2조에 따라 설치됐다. 군은 보통세 수입 3년 평균액의 1%를 매년 적립한다.
◆ 위원회 구성과 역할
재난관리 기금운용심의위원회는 「지방자치단체 기금관리기본법」 제13조에 근거해 구성됐다. 위원회는 부군수와 관련 실·과장 등 당연직 위원 5명, 민간위원 5명으로 이뤄졌다. 위원회는 기금의 운용계획과 결산 등을 심의한다.
◆ 수해 복구에 기금 활용
윤여권 부군수는 "재난관리기금은 법으로 정한 필수 재원이자 군민의 안전을 위한 최후의 장치"라고 말했다.
윤 부군수는 "올해 수해에 따른 백세공원 긴급복구, 하천 수해복구, 하천 퇴적토 준설 등 신속한 복구에 기금을 활용해 피해를 최소화했다"고 밝혔다.
그는 "앞으로도 기금 운용계획을 꼼꼼히 심의해 갑작스러운 재난에도 군이 즉시 대응할 수 있도록 하겠다"고 덧붙였다.

◆ Fund Operation Review Committee Held
Cheongyang County (County Governor Kim Don-gon) held the '2025 Cheongyang County Disaster Management Fund Operation Review Committee' at the county office situation room on November 3.

The committee reviewed the amendment to the 2025 Cheongyang County Disaster Management Fund operation plan and the 2026 Cheongyang County Disaster Management Fund operation plan.
The Cheongyang County Disaster Management Fund was established under Article 67 of the 「Framework Act on the Management of Disasters and Safety」 and Article 2 of the 「Cheongyang County Disaster Management Fund Operation and Management Ordinance」. The county accumulates 1% of the 3-year average of ordinary tax revenues annually.
◆ Committee Composition and Role
The Disaster Management Fund Operation Review Committee was established based on Article 13 of the 「Local Government Fund Management Act」. The committee consists of 5 ex-officio members including the deputy county governor and related bureau and department heads, and 5 civilian members. The committee reviews the fund operation plan and settlement.
◆ Fund Used for Flood Recovery
Deputy County Governor Yoon Yeo-kwon said, "The disaster management fund is a mandatory financial resource prescribed by law and the last line of defense for the safety of county residents."
Deputy Governor Yoon stated, "This year, we minimized damage by utilizing the fund for swift recovery including emergency restoration of Baekse Park, river flood recovery, and river sediment dredging due to flooding."
He added, "We will continue to carefully review the fund operation plan so that the county can respond immediately to sudden disasters."
