◆ 다음달 15일까지 43일간 의정 활동

충북도의회는 11월 3일 제430회 정례회 1차 본회의를 시작으로 다음달 15일까지 43일간의 의정 활동에 들어갔다.

12대 도의회 마지막 회기인 이번 정례회에서는 행정사무감사와 3회 추가경정예산안, 새해 본예산안 심사 등 27건의 안건을 처리한다.

처리 안건은 지역개발기금 설치조례 일부개정 조례안을 비롯해 조례안 8건, 3회 추경 등 예산안 4건, 동의안 13건, 건의안 1건, 규칙안 1건 등이다.

지역개발기금 설치조례 일부개정 조례안은 리스차량 등록과 장애인·국가유공자의 차량 대체 취득 때 지역개발채권 매입 의무를 면제하는 내용을 담고 있다.

◆ 14일간 행정사무감사 진행

행정사무감사는 11월 4일부터 17일까지 14일간 진행한다.

도의회는 졸속 논란을 빚은 도립파크골프장 운영과 옛 충북자치연수원 리사이클링 사업, 고가 매입 논란을 빚은 충북인재평생교육진흥원 청사 매입 등 김영환 지사의 역점 사업을 집중 점검할 것으로 보인다.

도의회는 12대 마지막 행정사무감사인 만큼 철저한 검증을 준비하고 있다. 집행부에 요청한 감사자료만 1752건에 달한다.

◆ 3회 추경 심사...오송참사 추모조형물 반영 여부 주목

행정사무감사 종료 후 18일부터 26일까지 3회 추경 심사가 이어진다.

충북도가 제출한 3회 추경안 규모는 495억 원이다. 이 가운데 수개월째 표류하고 있는 오송참사 추모 조형물 설치 사업비(5000만 원) 반영 여부가 최대 관심사다.

이번 추경은 추모조형물 연내 설치를 위한 사실상 마지막 기회다. 그러나 설치 장소를 둘러싼 찬반 의견이 여전한 상황이어서 추경에 사업비가 반영될 수 있을지는 미지수다.

◆ 농어촌 기본소득 충북 추가 선정 촉구

1차 본회의에서는 농어촌 기본소득 시범사업 충북 추가 선정 및 국비 비율 상향 촉구 대정부 건의안을 채택했다.

5분 자유발언에는 6명의 의원이 나섰다.

김현문 의원은 청소년·청년 고립·은둔 문제에 대한 도의 대응을 촉구했다. 이정범 의원은 2027 충청권 하계U대회 성공 개최를 위한 기초단체 인력 파견을 제안했다.

이태훈·황영호 의원은 농어촌 기본소득 시범 사업에서 충북만 배제한 정부 결정에 반발하며 추가 선정을 촉구했다.

조성태 의원은 충청광역연합 실질화를 위한 충북의 주도적 역할을 강조했다. 박지헌 의원은 반려동물 복지 정책 강화를 주장했다.

◆ 12월 15일 회기 마무리

제2차 본회의는 26일 오후 2시 열린다. 27일부터 다음달 14일까지 내년도 예산안 심사가 진행된다. 12월 15일 제3차 본회의를 끝으로 이번 회기 일정을 마무리할 예정이다.

The partial amendment to the Regional Development Fund Establishment Ordinance contains provisions exempting the obligation to purchase regional development bonds when registering lease vehicles and when disabled persons and persons of national merit acquire replacement vehicles.

◆ 14-Day Administrative Audit

Administrative audit will be conducted for 14 days from November 4 to 17.

The provincial council is expected to intensively inspect Governor Kim Young-hwan's key projects, including the operation of the provincial park golf course that sparked controversy over haste, the recycling project of the former Chungbuk Autonomous Training Institute, and the purchase of the Chungbuk Human Resources Lifelong Education Promotion Agency building that sparked controversy over high-price acquisition.

The provincial council is preparing thorough verification as this is the last administrative audit of the 12th council. Audit materials requested from the executive branch alone reach 1,752 cases.

◆ Third Supplementary Budget Review...Focus on Osong Disaster Memorial Structure Reflection

Third supplementary budget review will follow from the 18th to the 26th after the administrative audit ends.

The scale of the third supplementary budget submitted by Chungbuk Province is 49.5 billion won. Among them, whether to reflect the budget for installing the Osong disaster memorial structure (50 million won), which has been drifting for months, is the biggest concern.

This supplementary budget is virtually the last opportunity to install the memorial structure within this year. However, as opinions for and against the installation location remain divided, whether the project budget can be reflected in the supplementary budget is uncertain.

◆ Urges Additional Selection of Chungbuk for Rural Basic Income

The first plenary session adopted a proposal to the government urging additional selection of Chungbuk for the rural basic income pilot project and raising the national budget ratio.

Six lawmakers participated in the 5-minute free speech.

Lawmaker Kim Hyun-moon urged the province's response to youth isolation and seclusion problems. Lawmaker Lee Jeong-beom proposed dispatching personnel from basic local governments for the successful hosting of the 2027 Chungcheong Summer U Games.

Lawmakers Lee Tae-hoon and Hwang Young-ho opposed the government's decision to exclude only Chungbuk from the rural basic income pilot project and urged additional selection.

Lawmaker Cho Seong-tae emphasized Chungbuk's leading role in substantializing the Chungcheong Metropolitan Union. Lawmaker Park Ji-heon advocated strengthening companion animal welfare policies.

◆ Session Concludes on December 15

The second plenary session will be held at 2 PM on the 26th. Next year's budget review will proceed from the 27th to December 14. The session schedule is scheduled to conclude with the third plenary session on December 15.
