◆ 3년 22억 투입했지만 경기 6건뿐
청주시의회가 프로야구 2군 구단 창설 카드를 꺼냈다. 신민수 의원(더불어민주당, 사창·성화·개신·죽림동)은 30일 제97회 시의회 본회의에서 "한화이글스 한국시리즈 경기가 청주에서 한 차례도 열리지 않았다"며 시민 구단 창설을 제안했다. 청주시는 최근 3년간 야구장 시설 개선에 22억원을 쏟아부었다. 2023년 18억원, 2024년 1억4천만원, 2025년 2억5천만원이다. 결과는 2024년 6경기 배정이 전부였다. 19년 만에 한국시리즈에 오른 한화이글스의 청주 경기는 0건으로 끝났다.
◆ 울산은 70억 들여 50명 규모 구단 운영
신 의원은 울산을 모델로 제시했다. 울산시는 KBO와 협의해 국내 첫 시민 구단 형태의 2군을 만들었다. 선수 35명, 코치·프런트 포함 50여명 규모다. 연간 운영비는 70억원이다. 첫해 울산시가 전액 부담하고 이후 시민·기업 후원을 받는다. 울산은 이를 계기로 야구장 좌석을 1만2천석에서 1만8천석으로 늘린다. 유스호스텔도 짓는다. KBO 11구단 창단까지 노린다. 신 의원은 "1980년대 OB베어스 시절부터 청주 야구 사랑은 변함없다"며 "지난해 키움전, 올해 시범경기 모두 매진됐다"고 강조했다.
◆ "방출·미지명 선수에 기회...돔구장 건립 발판"
신 의원은 청주의 강점을 나열했다. 유소년 야구 인프라, 인구 규모, 산업 기반, 열성 팬층이다. "방출 선수와 드래프트 미지명 선수에게 재기 기회를 주고 유소년 야구가 성장하는 토대가 된다"고 말했다. "시민 자부심을 높이고 돔구장 건립, 대기업 구단 유치의 디딤돌이 될 것"이라며 "청주시는 타당성을 검토하고 KBO·지역 기업과 논의해달라"고 주문했다.

Cheongju City poured 2.2 billion won into baseball stadium facility improvements over the past three years. This includes 1.8 billion won in 2023, 140 million won in 2024, and 250 million won in 2025. The result was only 6 games allocated in 2024. Hanwha Eagles' Cheongju games ended at 0 despite reaching the Korean Series for the first time in 19 years.
◆ Ulsan Operates 50-Person Scale Team with 7 Billion Won
Council Member Shin presented Ulsan as a model. Ulsan City created the nation's first citizen team-type 2nd team in consultation with KBO. It consists of 35 players and about 50 people including coaches and front office. Annual operating costs are 7 billion won. Ulsan City covers the full amount in the first year and receives citizen and corporate sponsorship thereafter. Ulsan is expanding baseball stadium seats from 12,000 to 18,000 on this occasion. It is also building a youth hostel. It even aims to create an 11th KBO team. Council Member Shin emphasized, "Cheongju's love for baseball has remained unchanged since the OB Bears era in the 1980s," and "Last year's Kiwoom games and this year's exhibition games all sold out."

Council Member Shin listed Cheongju's strengths: youth baseball infrastructure, population size, industrial base, and passionate fan base. He stated, "It provides a comeback opportunity for released players and undrafted players and becomes the foundation for youth baseball growth." He ordered, "It will raise citizen pride and become a stepping stone for dome stadium construction and major corporation team recruitment," and "Cheongju City should review feasibility and discuss with KBO and local companies."
