◆충북도 직권 처리로 사업 본궤도
충북도는 31일 청주시 재활용선별센터 신축 이전 부지인 현도일반산업단지의 산업단지계획 변경을 승인 고시했다.
도는 사업 완료시점을 2026년 12월에서 2027년 12월로 연장하고, 관리기본계획상 시설구분을 폐기물매립장에서 재활용선별시설로 변경했다. 충북도는 산단 관리업무를 수탁 중인 현도일반산업단지 입주기업체협의회가 사업 반대를 이유로 관리기본계획 변경 절차를 밟지 않자 직권으로 의제 처리했다.
◆총사업비 371억원 투입, 처리용량 2배 확대
청주시는 11월부터 2027년 12월까지 서원구 현도면 죽전리 현도산업단지 내 재활용시설 부지에 재활용선별센터를 신축한다. 시는 총사업비 371억원을 투입해 재활용품 자동선별시스템을 갖춘 폐쇄형 건물 2개동을 건립한다. 하루 최대 처리용량은 110t이다. 당초 사업비는 267억9000만원이었으나 주민 반대로 사업이 지연되면서 공사비가 증가했다. 청주시는 2018년부터 흥덕구 휴암동 광역소각시설과 강내면 학천리 매립장 부지를 검토했으나 2022년 현도산업단지로 부지를 변경했다.
◆행정심판 기각, 노후 시설 대체 시급
현도면 주민 500여명과 입주기업체협의회는 충북도지사를 상대로 산업단지계획 변경 승인 취소청구 행정심판을 제기했으나 중앙행정심판위원회는 지난달 9일 이를 기각했다. 2009년부터 운영 중인 휴암동 재활용선별시설은 하루 처리용량 50t으로 법적 내구연한이 지난해 말 종료됐다. 청주시는 현도면 신규 시설 완공으로 노후 시설을 대체할 계획이다.

Chungbuk Province announced the approval of changes to the industrial complex plan for Hyeondo General Industrial Complex on the 31st, the site for the new Cheongju City Recycling Center. The province extended the project completion date from December 2026 to December 2027 and changed the facility classification in the management basic plan from waste landfill to recycling sorting facility. Chungbuk Province processed the matter ex officio after the Hyeondo General Industrial Complex Tenant Company Council, which manages the industrial complex, refused to proceed with the management basic plan change procedures citing opposition to the project.
◆371 Billion Won Investment, Processing Capacity Doubles
Cheongju City will construct a new recycling center from November to December 2027 at the recycling facility site in Jukjeon-ri, Hyeondo-myeon, Seowon-gu, within Hyeondo Industrial Complex. The city will invest a total of 371 billion won to build two enclosed buildings equipped with an automatic recycling sorting system. The maximum daily processing capacity is 110 tons. The initial project cost was 26.79 billion won, but construction costs increased as the project was delayed due to resident opposition. Cheongju City had been reviewing sites at the regional incineration facility in Huam-dong, Heungdeok-gu and the landfill site in Hakcheon-ri, Gangnae-myeon since 2018 before switching to Hyeondo Industrial Complex in 2022.
◆Administrative Appeal Dismissed, Urgent Need to Replace Aging Facility
Approximately 500 residents of Hyeondo-myeon and the tenant company council filed an administrative appeal against the Chungbuk Provincial Governor requesting cancellation of the industrial complex plan change approval, but the Central Administrative Appeals Commission dismissed the appeal on the 9th of last month. The Huam-dong recycling sorting facility, which has been operating since 2009 with a daily processing capacity of 50 tons, reached the end of its legal service life at the end of last year. Cheongju City plans to replace the aging facility with the new facility in Hyeondo-myeon upon completion.
