◆새마을회, 군청 광장서 결의대회 개최
옥천군새마을회(회장 김현숙)는 30일 옥천군청 광장에서 새마을회원 100여명이 참석한 가운데 결의대회를 열었다. 참석자들은 "농촌 간 균형발전이 필요하다"며 정부의 관심을 요청했다. 이번 결의대회는 정부의 농어촌 기본소득 시범지역 선정에서 충북이 제외된 데 따른 것이다.
◆인구 감소·청년 유출 해결 위해 기본소득 필요
참석자들은 농촌지역의 인구 감소, 일자리 부족, 청년 유출 등의 현황을 공유했다. 이들은 지역 공동체 회복의 마중물이 될 수 있는 기본소득 지급에 옥천군이 추가 선정될 필요가 있다는 데 뜻을 모았다. 김현숙 회장은 "농촌이 활력을 되찾고 세대 간 균형이 이루어지는 데 있어 충북을 소홀히 해서는 안 된다"며 "군민의 기대와 희망이 헛되지 않도록 적극적으로 건의하겠다"고 말했다.
◆군수 "주민 의견 정부에 전달 최선"
황규철 군수는 "농어촌 기본소득 시범사업은 지역이 자립할 수 있는 새로운 정책 실험"이라며 "옥천군도 이 사업의 취지에 깊이 공감하고 있으며, 주민의 의견이 정부에 잘 전달될 수 있도록 최선을 다하겠다"고 밝혔다. 새마을회는 이번 결의문 채택을 시작으로 읍·면 단위 간담회와 주민 의견수렴을 통해 군민들의 목소리를 모아 충청북도 및 관련 중앙부처에 전달할 계획이다.

This rally was held in response to Chungbuk being excluded from the government's selection of pilot regions for rural basic income.
◆Basic Income Needed to Address Population Decline and Youth Exodus
Participants shared the current situation of population decline in rural areas, job shortages, and youth exodus. They agreed that Okcheon County needs to be additionally selected for basic income payments, which could serve as a catalyst for community recovery. Chairman Kim Hyun-sook said, "Chungbuk should not be neglected in revitalizing rural areas and achieving intergenerational balance," adding, "We will actively advocate to ensure that the expectations and hopes of county residents are not in vain."
◆County Governor Promises "Best Efforts to Convey Residents' Opinions to Government"
County Governor Hwang Gyu-cheol stated, "The rural basic income pilot project is a new policy experiment that can help regions become self-sufficient," adding, "Okcheon County deeply sympathizes with the purpose of this project and will do our best to ensure that residents' opinions are well conveyed to the government." Starting with this resolution adoption, the Saemaul Association plans to gather county residents' voices through town and township-level meetings and resident opinion collection, and deliver them to Chungcheongbuk-do and relevant central government ministries.
