진천군은 새정부 국정과제인 '공공기관 2차 이전' 정책 추진에 맞춰 충북도와 긴밀한 협력을 통해 공공기관 유치 활동을 전개하고 있다고 2025년 10월 31일 밝혔다. 충북도는 정부의 공공기관 2차 이전 방향에 대응해 에너지·바이오·철도·정보통신·교육·공항·체육 등 7개 분야 32개 중점 유치 대상 기관을 선정하고 연구용역을 추진 중이다. 주요 희망 대상 기관에는 한국지역난방공사, 국민체육진흥공단, 한국석유관리원, 한국공항공사 등이 포함됐다.
◆ 충북혁신도시, 최적의 이전지 강조
진천군은 충북혁신도시(진천·음성)가 국가균형발전과 지역상생을 실현할 최적의 이전지임을 강조하고 있다. 도시 내 기존 공공기관과의 연계, 진천 국가대표선수촌, 산업단지, 교통망 등 지역 인프라의 시너지 효과를 중심으로 유치 논리를 구체화하고 있다. 충북혁신도시는 중부권 교통의 중심 입지와 수도권 접근성, 공공기관 집적에 따른 행정·산업·연구·교육 네트워크, 정주여건과 생활 인프라, 우수 인재 유입 기반 등의 강점을 보유하고 있다. 진천군은 지난달 충북인공지능산업협회 등 관련 기관과 업무협약(MOU)을 체결해 AI 허브 기반 구축 준비를 마쳤다. 이러한 선제적 노력은 향후 공공기관 유치 경쟁에서도 긍정적인 요인으로 작용할 것으로 기대된다.
◆ 1차 이전 한계 극복, 체계적 대응 추진
충북혁신도시는 1차 공공기관 이전 당시 교육·연구기관 중심으로 구성되면서 대규모 공기업이 부재하고 이전 기관들의 예산, 매출 규모가 전국 혁신도시 중 최하위 수준에 머물렀다. 이번 2차 이전에서는 이러한 구조적 불균형을 해소하고 지역 경제 파급효과가 큰 공공기관의 추가 이전을 통해 혁신도시 기능을 보완해야 한다는 공감대가 확산하고 있다. 진천군은 충북도가 추진 중인 연구용역과 유치 전략 수립 과정에 긴밀히 협조하며 도-군 공동 대응체계를 강화할 계획이다. 중앙부처와 중점 유치 대상 공공기관을 상대로 한 건의·설명 활동에도 적극 참여할 방침이다. 김경완 진천군 미래전략실장은 "공공기관 이전은 단순한 기관 이전을 넘어 지역의 산업·인재·문화 전반을 아우르는 종합 성장 전략"이라며 "진천군이 국가균형발전의 핵심 거점이자 새로운 공공기관 혁신허브로 성장해 나가도록 충북도와 함께 정부의 공공기관 2차 이전 정책에 선제적이고 체계적으로 대응해 나가겠다"고 밝혔다.

Chungbuk Province is selecting 32 priority attraction target institutions in 7 fields including energy, bio, railway, information and communication, education, airport, and sports in response to the government's direction for the second relocation of public institutions, and is pursuing research services. Major desired target institutions include Korea District Heating Corporation, Korea Sports Promotion Foundation, Korea Petroleum Quality & Distribution Authority, and Korea Airports Corporation.
◆ Chungbuk Innovation City Emphasizes Optimal Relocation Site
Jincheon County is emphasizing that Chungbuk Innovation City (Jincheon·Eumseong) is the optimal relocation site to realize national balanced development and regional coexistence. The county is specifying attraction logic centered on synergy effects of regional infrastructure such as linkage with existing public institutions in the city, Jincheon National Athletes' Village, industrial complexes, and transportation networks. Chungbuk Innovation City possesses strengths such as central transportation location in the central region and accessibility to the metropolitan area, administrative·industrial·research·education networks from the concentration of public institutions, settlement conditions and living infrastructure, and excellent talent inflow base. Jincheon County completed preparations for building an AI hub base by signing a business agreement (MOU) with related organizations including the Chungbuk Artificial Intelligence Industry Association last month. These preemptive efforts are expected to act as positive factors in future public institution attraction competition.
◆ Overcoming First Relocation Limitations, Promoting Systematic Response
During the first relocation of public institutions, Chungbuk Innovation City was composed mainly of educational and research institutions, resulting in the absence of large-scale public corporations and the budget and sales scale of relocated institutions remaining at the lowest level among innovation cities nationwide. In this second relocation, a consensus is spreading that structural imbalances should be resolved and the functions of the innovation city should be supplemented through additional relocation of public institutions with significant ripple effects on the local economy. Jincheon County plans to closely cooperate in the research service and attraction strategy establishment process being pursued by Chungbuk Province and strengthen the province-county joint response system. The county plans to actively participate in proposal and explanation activities targeting central government ministries and priority attraction target public institutions. Kim Kyung-wan, Director of Jincheon County's Future Strategy Office, stated, "The relocation of public institutions is a comprehensive growth strategy encompassing the overall industry, talent, and culture of the region beyond simple institutional relocation," adding, "We will respond preemptively and systematically to the government's second relocation policy of public institutions together with Chungbuk Province so that Jincheon County can grow as a core base for national balanced development and a new public institution innovation hub."
