◆최종 지급대상자 60명 확정
홍성군이 지역 임업인의 안정적인 소득 기반 마련과 산림의 공익적 가치 제고를 위해 2025년도 임업·산림 공익직접지불금 지급을 시작했다고 29일 밝혔다. 군은 올해 3월 1일부터 4월 30일까지 신청을 받고 9월까지 사전심사 및 이행점검을 거쳐 최종 지급대상자 60명을 확정했다.
◆총 1억 8천만원, 1·2차 나눠 지급
군은 예산 편성에 따라 1차와 2차로 나누어 총 1억 8천여만 원의 직불금을 지급할 계획이다. 임업직불금은 임산물생산업(소규모임가·면적)직불금과 육림업 직불금으로 구분되며, 자격 요건 및 경작 면적, 활동 내역 등을 고려해 차등 지급된다. 소규모임가직불금은 산지 면적 0.1헥타르~0.5헥타르의 소규모 임업인을 대상으로 하며, 요건을 충족할 경우 가구당 최대 130만원까지 지원한다.
◆임업인 경영 안정·산림 공익 기능 강화 기대
이선경 산림녹지과장은 "임업직불금이 임업인의 경영 안정과 소득 증대에 실질적인 도움이 되고, 나아가 산림의 공익 기능 강화에도 크게 기여할 것으로 기대한다"며 "대상자가 빠짐없이 혜택을 받을 수 있도록 사업을 체계적이고 꼼꼼하게 추진하겠다"고 밝혔다. 임업직불제는 '임업직불제법'에 근거해 일정 자격을 갖춘 임업인에게 직불금을 지원함으로써 임업인의 경영 안정을 도모하고, 산림의 공익적 기능을 높이는 제도다.

Forestry direct payments are divided into forest products production (small-scale forestry households and area) direct payments and afforestation direct payments, and are paid differentially considering qualification requirements, cultivation area, and activity details. Small-scale forestry household direct payments target small-scale forestry workers with forest land areas of 0.1 to 0.5 hectares, and support up to 1.3 million won per household if requirements are met.
◆Expected to stabilize forestry management and strengthen public forest functions
Lee Seon-kyung, head of the Forest and Green Space Division, stated, "We expect that forestry direct payments will provide practical help in stabilizing forestry management and increasing income for forestry workers, and will also greatly contribute to strengthening the public functions of forests," adding, "We will systematically and carefully promote the project so that all eligible recipients can receive benefits without exception." Meanwhile, the forestry direct payment system is a system based on the 'Forestry Direct Payment Act' that promotes management stability of forestry workers and enhances the public functions of forests by supporting direct payments to forestry workers with certain qualifications.
