이재명 대통령과 훈 마네트 캄보디아 총리는 27일(현지시간) 스캠 범죄에 대응하는 '한·캄보디아 공동 태스크포스(TF)'를 11월부터 가동하기로 합의했다.

양국 정상은 이날 오전 말레이시아 쿠알라룸푸르 KLCC(쿠알라룸푸르컨벤션센터)에서 양자 정상회담을 열고 이같이 합의했다고 강유정 대변인이 현지 프레스센터 브리핑에서 밝혔다.

한국인 전담반에 파견될 한국 경찰의 규모와 운영방식은 가능한 빠른 시일 내 결정하기로 했다.

훈 총리는 스캠 범죄단지 집중 단속 등 초국가 범죄에 대한 강력한 대응으로 캄보디아 치안이 크게 개선됐다고 설명했다.

이 대통령은 치안 개선과 한국인 전담반 가동을 계기로 프놈펜 등 일부 지역에 대한 여행 경보 하향 검토를 지시하겠다고 밝혔다.

두 정상은 1997년 재수교 후 양국 관계가 교역과 투자, 인적 교류 등 다양한 분야에서 비약적인 발전을 이뤄온 점을 평가했다. 스캠 범죄 대응 문제를 잘 이겨내 전략적 동반자 관계를 계속 굳건하게 발전시켜 나가자는 데 공감했다.

이 대통령은 캄보디아에 진출한 한국 기업이 캄보디아 경제 발전에 적극 기여했다고 설명하고, 우리 기업의 애로사항을 해결하기 위한 캄보디아 측의 지속적인 관심과 지원을 당부했다.

훈 총리는 이에 공감하고 우리 기업의 애로사항을 해결하기 위해 관련 부처에 지시하겠다고 약속했다.

이 대통령은 회담 모두발언에서 "대한민국에서는 현재 스캠 범죄 때문에 국민들 전체가 매우 예민한 상태인데, 캄보디아 당국이 대한민국 국민에 대해 각별한 배려를 해주신 점에 진심으로 감사드린다"고 말했다.

그는 "우리 교민들에 대한 캄보디아의 각별한 배려에 감사드리면서 한국과 캄보디아가 지금과는 다른 새로운 단계의 협력 관계를 맺어나가길 기대한다"고 덧붙였다.

훈 총리는 최근 캄보디아에서 발생한 한국인 대학생 사망사건을 언급하고 위로를 전하며 "캄보디아 정부는 인신 매매, 마약 등 초국경 범죄 퇴치에 매우 큰 우선 순위를 두고 있다"고 강조했다.

그는 "이건 하나의 국가가 해결할 수 있는 건 아니고, 역내 문제라 역내 국가들이 함께 노력해야 한다"며 "역내 국가들이 함께 협력해야 한다"고 했다.

훈 총리는 "캄보디아에 있는 한국인들의 안녕은 저에게 매우 높은 우선순위를 차지한다"며 "대한민국 정부가 캄보디아 발전을 위해 많은 지원을 해주고 있는 점에 대해서도 감사드린다. 앞으로 더 많은 투자자를 한국에서 유치하고 싶다"고 덧붙였다.

이 대통령은 "캄보디아와 대한민국은 역사적 경험에 유사한 점이 많다"며 "한국이 한 발짝 앞서 나가고 있기는 하지만 캄보디아에게도 새로운 모델이 되고 대한민국도 캄보디아 발전에 크게 기여할 수 있도록 노력하겠다"고 말했다.

President Lee Jae-myung and Cambodian Prime Minister Hun Manet agreed on the 27th (local time) to launch a 'South Korea-Cambodia Joint Task Force (TF)' to combat scam crimes starting in November.

The two leaders held a bilateral summit at the KLCC (Kuala Lumpur Convention Centre) in Kuala Lumpur, Malaysia, that morning and reached this agreement, according to spokesperson Kang Yu-jeong at a briefing at the local press center.

The scale of Korean police dispatch and operation methods for the Korean task force will be decided as soon as possible.

Prime Minister Hun explained that Cambodia's public security has greatly improved due to strong responses to transnational crimes, including intensive crackdowns on scam crime sites.

President Lee stated that he would order a review to downgrade travel advisories for some areas including Phnom Penh, taking advantage of the improved security and the launch of the Korean task force.

The two leaders evaluated that bilateral relations have achieved remarkable development in various fields including trade, investment, and people-to-people exchanges since the restoration of diplomatic ties in 1997. They agreed to overcome the scam crime response issue well and continue to firmly develop their strategic partnership.

President Lee explained that Korean companies operating in Cambodia have actively contributed to Cambodia's economic development and requested Cambodia's continued interest and support to resolve difficulties faced by Korean companies.

President Lee said in his opening remarks at the meeting, "In South Korea, the entire nation is currently very sensitive due to scam crimes, and I sincerely thank the Cambodian authorities for their special consideration for South Korean citizens."

He added, "I am grateful for Cambodia's special consideration for our expatriates and expect South Korea and Cambodia to establish a new level of cooperative relationship different from now."

Prime Minister Hun mentioned the recent death of a Korean university student in Cambodia, expressed condolences, and emphasized, "The Cambodian government places a very high priority on combating transnational crimes such as human trafficking and drugs."

He said, "This is not something one country can solve, but a regional issue that requires regional countries to work together," adding, "Countries in the region must cooperate together."

Prime Minister Hun added, "The well-being of Koreans in Cambodia is a very high priority for me," and "I also thank the South Korean government for providing much support for Cambodia's development. I want to attract more investors from South Korea in the future."

President Lee said, "Cambodia and South Korea have many similarities in historical experience," adding, "Although South Korea is one step ahead, we will strive to become a new model for Cambodia and contribute greatly to Cambodia's development."
