충남도는 도로 건설 과정에서 수용한 사유지 가운데 보상금을 지급하지 못한 토지에 대한 보상을 확대한다고 11일 밝혔다. 미지급 용지는 공익사업으로 도로를 건설했지만 토지 소유주가 보상금을 받아가지 않은 사유지를 말한다. 도는 2008년부터 '공익사업을 위한 토지 등의 취득 및 보상에 관한 법률 시행규칙'에 따라 단계적 보상 계획을 수립했다. 지난해까지 1217필지 47만 5000제곱미터에 210억 3900만원을 보상했다.
◆ 소유자 모르거나 상속 문제로 미지급 지속
충남도는 보상 대상자들이 사후 보상 추진 사실을 모르거나 상속, 소유권 이전 등의 문제로 미지급 용지가 여전히 많다고 판단했다. 도는 보상 신청 안내문을 충청남도 누리집에 공고하고 다양한 방법으로 보상 추진 내용을 알리고 있다. 토지 소유주는 관할 시군 도로 담당 부서에서 보상을 신청하면 된다.
◆ 올해 20억원 예산 편성, 50필지 보상 추진
충남도는 올해 20억원 예산을 편성해 50필지 1만 5000제곱미터 미지급 용지를 보상할 계획이다. 도 관계자는 "과거 미지급 용지 조사 결과와 지급한 보상금 규모로 볼 때 수백억원 규모의 도민 재산이 잠자고 있다"고 말했다. 이어 "공공의 이익을 위해 땅을 내놓았으나 보상을 받지 못한 토지주의 재산권을 보장하도록 미지급 용지 보상 추진에 최선을 다하겠다"고 밝혔다.
