◆ 코이카 92개국서 450~500개 국별 협력 사업 수행

대통령이 현재 진행 중인 원조 사업의 정확한 개수를 질문했다. 코이카는 92개국에서 450500개 국별 협력 사업을 진행 중이라고 답변했다. 공적개발원조(ODA) 사업 전체로는 41개 부처가 1639개 사업을 운영한다. 1639건은 무상원조에 한정한 수치다. 다자 및 유상 협력까지 포함하면 3000여 개에 달한다. 코이카 직할 사업은 450500개이며 2025년 기준 372건으로 집계됐다. 해외 공무원 연수 사업 230여 개와 청년 인재 해외 파견 봉사단 사업을 포함하면 약 400건이다.

◆ 무상원조 2~3년 단위 진행…AI·기후 대응 등 분야 확대

코이카는 한 국가에 보건, 농업 등 여러 분야의 사업을 동시에 진행한다. 무상원조 사업은 2~3년 기간을 정해 진행하며 필요시 연장한다. 원조 사업은 의료 지원, 우물 파기, 식량 지원 등 다양하다. 시대 변화에 따라 내용과 수요가 달라진다. 원조는 수원국의 필요와 원조국의 강점 분야를 모두 반영해 제공한다. 초기에는 인도적 지원에 집중했으나 현재는 AI 디지털 전환, 기후 대응, 문화 협력 등으로 확대했다. 전 부처의 대외 원조 사업 분석은 총리실에서 진행 중이다.

◆ 새마을 농업 개발 원조 코이카와 통합 추진

코이카는 새마을재단 및 중앙회와 MOU를 체결하고 혁신적 농촌 개발 프로그램을 공동 진행한다. 그동안 분산되어 있던 새마을 관련 농업 지원 사업을 코이카와 통합해 원 보이스로 추진한다. 새마을과 함께하는 농업 진출 분야는 효과적이라고 평가받는다. 세계적으로도 국가의 전략적 수요를 반영하는 방향으로 원조 사업이 변화하고 있다.

The President asked about the exact number of ongoing aid projects. KOICA responded that it is conducting 450-500 country cooperation projects in 92 countries. For overall Official Development Assistance (ODA) projects, 41 ministries operate 1,639 projects. The 1,639 figure is limited to grant aid only. Including multilateral and loan cooperation, the number reaches approximately 3,000. KOICA direct projects number 450-500, with 372 counted as of 2025. Including approximately 230 overseas public official training programs and youth talent overseas volunteer dispatch programs, the total is about 400.

◆ Grant Aid Conducted in 2-3 Year Units…Expansion to AI and Climate Response

KOICA simultaneously conducts projects in multiple sectors including health and agriculture in each country. Grant aid projects are conducted over 2-3 year periods and extended when necessary. Aid projects are diverse, including medical support, well drilling, and food assistance. Content and demand change according to the times. Aid is provided reflecting both the needs of recipient countries and the strengths of donor countries. Initially focused on humanitarian support, it has now expanded to AI digital transformation, climate response, and cultural cooperation. The Prime Minister's Office is conducting analysis of all ministry foreign aid projects.

◆ Saemaul Agriculture Development Aid Integration with KOICA Underway

KOICA signed an MOU with the Saemaul Foundation and Central Association and jointly conducts innovative rural development programs. Previously scattered Saemaul-related agricultural support projects are being integrated with KOICA to pursue a unified voice. The agricultural advancement sector with Saemaul is evaluated as effective. Globally, aid projects are also changing to reflect countries' strategic needs.
