◆ 12개월 주민등록 후 신청 가능
지원 대상은 2026년 1월 1일 이후 출생아다. 출생일 기준 부모 모두가 12개월 전부터 괴산군에 주민등록을 두고 있어야 하며 출생아도 괴산군에 출생신고를 해야 한다. 출생일 이전에 부모 모두가 괴산군에 전입한 경우 전입일로부터 12개월 경과 후 지원받을 수 있다. 군은 국가 첫만남이용권과 충청북도 출산육아수당 등 기존 제도와 연계해 출생 가정의 부담을 단계적으로 경감할 계획이다.
◆ 출생아 증가세, 정책 효과 기대
괴산군 출생아 수는 2025년 11월 기준 69명으로, 2023년 56명, 2024년 61명 대비 증가세를 보인다. 군은 출산장려금 확대가 2026년부터 본격 시행되면서 출생아 증가 추세가 더욱 가속화될 것으로 예상한다. 신혼부부 정착장려금, 임신·출산 지원, 육아·돌봄 정책 등 생애주기별 지원으로 총 2억 7000만원을 투입해 가정의 부담을 완화한다는 계획이다. 송인헌 군수는 "출산과 양육은 개인의 문제가 아니라 지역사회가 함께 책임져야 할 과제"라며 "출산장려금 확대와 생애주기별 지원 정책을 통해 아이 낳고 키우기 좋은 괴산을 만들어 가겠다"고 밝혔다.

The county plans to invest a total of 270 million won in lifecycle-based support including newlywed settlement incentives, pregnancy and childbirth support, and childcare services, easing the financial burden on families. County Governor Song In-heon stated, "Childbirth and child-rearing are not individual issues but responsibilities that the local community must share together," adding "Through expanded childbirth incentives and lifecycle-based support policies, we will develop Goesan into a place good for giving birth to and raising children."
