도는 이번 예산에서 타당성 평가 용역비 2억원을 확보했다. 총사업비 2000억원 전액 국비로 투입한다. 사업기간은 2026년부터 2030년까지 5년이다. 규모는 480ha다. 국립산림치유원이 조성되면 경북 영주, 전북 진안에 이어 전국 3번째다.

◆ 제천 청풍면 조성지 확정

충북도는 포레스트 지구와 오리엔탈 지구 등 2개 지구에 12개 존을 설치한다. 포레스트 지구에는 산림치유플랫폼, 힐링·치유의 숲, 테라피 빌리지 존, 키즈 포레스트 존 등 7개 존을 조성한다. 오리엔탈 지구에는 아쿠아테라피 존, 오리엔탈 테라피 존, 한방 및 산약초원 존 등 5개 존을 조성한다. 주요 시설은 산림치유센터, 한방·치유체험장, 한방약초숲길, 아쿠아테라피 존 등이다. 산림청이 운영기관을 맡는다. 제천 한방자연치유센터와 유기적으로 연계해 통합 국립산림치유원을 조성한다.

◆ 2023년부터 단계별 추진

산림청은 2023년 4월부터 10월까지 중부권 산림치유활성화 인프라 확충 타당성 조사를 실시했다. 후보지 4개소를 선정했다. 충남 예산, 서산과 충북 제천, 충주다. 최종 제천시가 선정됐다. 제천시는 2023년 6월부터 11월까지 자체 타당성조사 용역을 추진했다. 용역비 2000만원을 시비로 투입했다. 2023년 7월 11일 산림청 면담에서 산림교육치유과장은 중부권 인프라 확충 필요성에 공감했다. 충북도는 2024년 12월부터 2025년 11월까지 기본계획수립용역을 추진한다. 용역비는 1억9200만원이다. 도비 30%, 시비 70%를 분담한다.

◆ 2025년 예타 예산 2억원 확보

충북도는 2025년 5월부터 9월까지 국회 면담을 5회 진행했다. 이광희 의원과 엄태영 의원이 국립치유원 제천유치 필요성에 공감하고 기재부 및 산림청 지속 건의를 약속했다. 2025년 6월부터 12월까지 예타 대상사업 신청 및 선정을 목표로 추진해왔다. 2026년 예비타당성조사, 2027년 기본 및 실시설계를 거쳐 2028년부터 2030년까지 사업을 추진한다. 충북도 관계자는 "이번 정부 5년 임기에 첫 단추를 끼워야 실제 사업까지 연결할 수 있다"며 "연구 용역 시작이 가장 큰 의미"라고 강조했다.

◆ 한방치유도시 제천 최적지

충북도는 제천이 국립산림치유원 최적지라고 판단했다. 제천은 한방 치유, 관광, 산업의 성지다. 2010년과 2017년 한방엑스포를 개최했고 한방박람회를 매년 연다. 리솜포레스트가 2020년, 국립제천치유의숲이 2023년 개장했다. 충북도는 "산림+한방+치유=오감한방치유" 플랫폼을 구축한다. 주요 타깃층은 반경 50km 내 직장인 130만명이다. 국립산림치유원 1호는 경북 영주에서 현재 운영 중이다. 2호는 전북 진안에서 공사 중이며 내년 상반기 준공 예정이다. 충북 제천 청풍면은 청풍호와 월악산 등 천혜의 자연환경을 갖춰 전국 3번째 국립산림치유원 조성지가 된다.

Four candidate sites were selected: Yesan and Seosan in South Chungcheong Province, and Jecheon and Chungju in North Chungcheong Province. Jecheon-si conducted its own feasibility survey service from June to November 2023. The city invested 20 million won in municipal funds. On July 11, 2023, the Forest Education and Healing Division Director agreed on the necessity of expanding central region infrastructure during the Korea Forest Service meeting. Chungbuk Province promotes basic plan establishment service from December 2024 to November 2025. The service cost is 192 million won. The city hosted Oriental Medicine Expo in 2010 and 2017 and holds Oriental Medicine Fair annually. Resom Forest opened in 2020 and National Jecheon Healing Forest opened in 2023. Chungbuk Province will establish "Forest + Oriental Medicine + Healing = Five Senses Oriental Medicine Healing" platform. The main target group is 1.3 million office workers within 50km radius. The first National Forest Healing Center is currently operating in Yeongju, North Gyeongsang Province. The second one is under construction in Jinan, North Jeolla Province and scheduled for completion in the first half of next year. Cheongpung-myeon, Jecheon, Chungbuk with pristine natural environments including Cheongpungho Lake and Woraksan Mountain will become the third National Forest Healing Center construction site nationwide.
