재정 부분은 국세인 법인세, 양도세, 부가가치세를 포함한다. 양도세는 지역에 이양하며 부가가치세는 대전·충남 인구 비중이 전국의 7% 가까이 되므로 전국 총량의 5%를 배정해야 한다는 내용이 담겼다.
권한이양 부분은 중소기업 관리, 금강유역환경청 업무 등을 포함하며 국회 심의에서 심도 있게 다뤄져야 한다고 강조했다. 김 지사는 "남은 임기 동안 재정적·권한 이양이 발전할 수 있는 동력을 마련하고 간과되거나 졸속되지 않도록 대응하는 것이 역할"이라고 덧붙였다.
