◆ 농어촌 기본소득 시범사업 협의체 출범

정부가 인구감소와 지역 소멸 위기에 대응하기 위해 농어촌 기본소득 시범사업 추진에 본격 착수했다. 농림축산식품부는 29일 세종 코트야드 호텔에서 경제인문사회연구회(경인사연)와 함께 '농어촌 기본소득 시범사업 성과창출 협의체 출범식'을 개최했다고 밝혔다. 출범식에는 송미령 농식품부 장관, 이한주 경인사연 이사장, NRC 농촌 기본사회 연구단, 시범사업 대상 10개 군 군수, 관할 광역 지방정부, 관련 전문가 등 100여 명이 참석했다.

◆ 10개 군 주민에 월 15만원 지급

농식품부는 인구감소지역 10개 군을 대상으로 시범사업 추진계획을 발표했다. 대상 지역은 경기 연천, 강원 정선, 충북 옥천, 충남 청양, 전북 순창·장수, 전남 곡성·신안, 경북 영양, 경남 남해다. 농식품부는 해당 지역 주민에게 월 15만원의 농어촌 기본소득을 정기적으로 지급한다. 지역 내 소비 선순환을 유도하기 위해 소상공인과 공익적 사업장 중심으로 사용처를 제한한다. 생활권을 기준으로 사용 지역을 설정해 중심지 외 취약지역에서도 소비 활성화 효과를 높인다는 구상이다.

◆ 일반형·지역재원창출형 두 가지 유형 운영

시범사업은 지역 여건에 따라 일반형(7개 모델)과 지역재원창출형(3개 모델) 두 가지 유형으로 운영된다. 일반형은 농어촌 인구감소지역 대상 기본소득을 통해 활력 회복 효과를 검증한다. 지역재원창출형은 지역 자산을 활용해 창출한 수익을 기본소득으로 환원하는 모델의 지속가능성을 실증한다. 농식품부와 경인사연은 'NRC 농촌 기본사회 연구단'을 통해 시범사업의 경제·사회적 효과를 실증 분석하고 본사업 추진 여부와 방향을 검토할 계획이다. 송미령 농식품부 장관은 "농어촌 기본소득이 소멸 위기 지역 활력 회복의 원동력으로서 국가 균형 발전의 초석이 될 수 있도록 필요한 모든 정책적 지원을 아끼지 않겠다"고 밝혔다.

◆ Rural Basic Income Pilot Project Council Launched

The government has begun full-scale implementation of the rural basic income pilot project to respond to population decline and regional extinction crises. The Ministry of Agriculture, Food and Rural Affairs announced on December 29 that it held the 'Rural Basic Income Pilot Project Performance Creation Council Launch Ceremony' at Courtyard Hotel Sejong with the National Research Council for Economics, Humanities and Social Sciences (NRC). About 100 attendees participated including Minister Song Mi-ryeong, NRC Chairman Lee Han-ju, NRC Rural Basic Society Research Group, mayors of 10 target counties, metropolitan governments, and related experts.

◆ 150,000 Won Monthly Payment to Residents of 10 Counties

The ministry announced the pilot project implementation plan targeting 10 population-declining counties. Target areas are Yeoncheon in Gyeonggi, Jeongseon in Gangwon, Okcheon in Chungbuk, Cheongyang in Chungnam, Sunchang and Jangsu in Jeonbuk, Gokseong and Sinan in Jeonnam, Yeongyang in Gyeongbuk, and Namhae in Gyeongnam. The ministry will regularly pay 150,000 won monthly rural basic income to residents in these areas. Usage will be limited to small businesses and public interest workplaces to induce virtuous consumption cycles within the region. The plan sets usage areas based on living zones to enhance consumption activation effects in vulnerable areas outside central districts.

◆ Two Types: General and Regional Resource Creation Models

The pilot project will operate in two types based on regional conditions: general type (7 models) and regional resource creation type (3 models). The general type verifies vitality recovery effects through basic income for rural population-declining areas. The regional resource creation type demonstrates the sustainability of models that return profits generated from regional assets as basic income. The ministry and NRC plan to empirically analyze the economic and social effects of the pilot project through the 'NRC Rural Basic Society Research Group' and review whether to proceed with the main project. Minister Song Mi-ryeong stated, "We will spare no policy support necessary for rural basic income to become a cornerstone of balanced national development as a driving force for vitality recovery in areas facing extinction."
