◆ 특별위원회 9개월간 활동 종료

천안시의회 도심하천 지역명소화 및 친수공간 조성 특별위원회가 5일 제5차 회의를 열고 활동결과보고서를 최종 채택했다. 이병하 위원장이 이끄는 특별위원회는 지난 3월 구성 이후 9개월간 조사·연구 활동을 수행했다.

◆ 현장점검·간담회·토론회 성과 축적

특별위원회는 천안천과 원성천 등 도심하천 현장점검을 실시했다. 서울 양재천 등 선진지 비교견학도 진행했다. 유관부서 간담회와 정책토론회를 통해 천안시 도심하천 현황을 점검하고 개선 방향을 논의했다.

활동결과보고서에는 하천 접근성 개선, 시민 휴식·여가공간 확충, 생태·경관 기능 강화, 지역상권 연계 활성화 방안 등 정책 제안이 담겼다.

◆ 조례안 본회의 통과…제도적 기반 확보

천안시 도심하천 활성화 및 친수공간 조성 조례안은 지난 3일 본회의에서 의결됐다. 이로써 도심하천 정비 사업의 제도적 기반이 마련됐다.

이병하 특별위원장은 "특별위원회 활동을 통해 도심하천 방향성을 시민 중심으로 재정리했다"며 "결과보고서와 조례 제정이 천안 도심하천을 안전하고 쾌적한 생활공간으로 만드는 데 기여하길 바란다"고 밝혔다.

천안시의회는 유관부서와 협력하여 후속 정책이 실질적 개선으로 이어지도록 지속 관심을 기울일 계획이다.

The Cheonan City Council Special Committee for Urban Stream Regionalization and Waterfront Space Creation held its 5th meeting on December 5 and adopted the final activity report. The special committee, led by Chairman Lee Byung-ha, conducted research and investigation activities for 9 months since its formation in March.

◆ Achievements from Site Inspections, Meetings, and Forums Accumulated

The special committee conducted site inspections of urban streams including Cheonan Stream and Wonseong Stream. The committee also visited advanced sites such as Yangjae Stream in Seoul for comparative study. Through meetings with relevant departments and policy forums, the committee reviewed the current status of Cheonan's urban streams and discussed improvement directions.

The activity report includes policy proposals such as improving stream accessibility, expanding citizen rest and leisure spaces, strengthening ecological and landscape functions, and revitalization plans through linkage with local commercial districts.

◆ Ordinance Passed at Plenary Session… Institutional Foundation Secured

The Cheonan City Urban Stream Revitalization and Waterfront Space Creation Ordinance was passed at the plenary session on December 3. This established the institutional foundation for urban stream improvement projects.

Chairman Lee Byung-ha stated, "Through the special committee activities, we reorganized the direction of urban streams to be citizen-centered," adding, "I hope the activity report and ordinance enactment will contribute to making Cheonan's urban streams safer and more comfortable living spaces."

The Cheonan City Council plans to continue paying attention to ensure that follow-up policies lead to practical improvements through close cooperation with relevant departments.
