◆ 충남도의회 금강하구 해수유통 의정토론회 개최

충남도의회가 5일 논산시 강경읍사무소 강당에서 '지역과 상생하는 금강하구 해수유통 의정토론회'를 열었다. 충남도의회는 금강하구 해수유통 추진을 둘러싼 환경적·사회적 쟁점을 종합 검토하고 지속가능한 정책 해법을 모색했다.

오인환 충남도의회 의원(논산2·더불어민주당)이 좌장을 맡았다. 김영일 충남연구원 서해안기후환경연구소장이 주제발표를 진행했다. 김영일 소장은 금강하구 현황과 복원 필요성, 하굿둑 건설 이후 심화된 수질·퇴적·생태 변화, 기후위기 시대 하구 복원의 전략적 중요성을 제시했다.

◆ 지정토론…역사·생태·어업·행정 분야별 과제 논의

지정토론에는 한병수 강경역사문화연구원 원장, 이상진 충남연구원 명예연구위원, 강정현 가나안수산 대표, 공상현 충남도 물관리정책과 과장이 참여했다.

한병수 원장은 "금강하구둑 건설 이후 강경포구의 역사·문화·경제가 크게 위축됐다"며 "생태 회복을 넘어 지역 정체성을 되찾는 과정"이라고 강조했다. 이상진 위원은 "기후위기 시대 하구복원은 선택이 아니라 국가적 전략"이라며 "조석력 회복을 통한 자연 기반 해법은 홍수·침수 대응력까지 높일 수 있다"고 제안했다.

강정현 대표는 "하굿둑 건설 이후 회유성 어종이 대폭 줄어 전통어업 기반이 붕괴됐다"며 "해수유통 추진은 어업 회복과 지역경제 활성화로 이어질 것"이라고 말했다. 공상현 과장은 "해수유통은 물관리·환경·지역경제가 얽힌 복합 과제"라며 "충남도는 대체용수 확보, 취·양수장 정비, 단계적 시범개방 등 안전대책을 우선 검토해 추진하겠다"고 밝혔다.

◆ 오인환 의원 "금강유역 르네상스 이끌어낼 전환점"

오인환 의원은 "금강하구 해수유통은 논산 강경을 중심으로 금강유역 전반의 르네상스를 이끌어낼 중요한 전환점"이라고 강조했다. 오인환 의원은 "생태복원은 단순 환경정책이 아니라 지역의 미래와 국가 지속가능성을 함께 고려해야 할 중대한 과제"라고 덧붙였다.

오인환 의원은 "금강하구 생태계 복원이 국정과제로 채택된 만큼 차질 없는 추진과 함께 사회·경제·환경 등 모든 분야에 끼칠 영향까지 균형 있게 살펴야 한다"며 "과학 기반의 점진적 복원과 지역 상생의 해법을 마련하도록 도의회가 적극적인 역할을 하겠다"고 말했다.

The Chungnam Provincial Council held a policy discussion titled "Geumgang Estuary Seawater Circulation for Regional Coexistence" at the Ganggyeong-eup Office auditorium in Nonsan City on December 5. The council comprehensively reviewed environmental and social issues surrounding the Geumgang estuary seawater circulation project and sought sustainable policy solutions.

Provincial Council Member Oh In-hwan (Nonsan 2, Democratic Party of Korea) served as moderator. Kim Young-il, director of the West Coast Climate and Environment Research Institute at the Chungnam Research Institute, delivered the keynote presentation. Director Kim presented the current status and restoration necessity of the Geumgang estuary, water quality, sedimentation and ecological changes that intensified after the estuary dam construction, and the strategic importance of estuary restoration in the climate crisis era.

◆ Panel Discussion…Discusses Tasks by Field Including History, Ecology, Fisheries and Administration

Han Byung-su, director of the Ganggyeong History and Culture Research Institute; Lee Sang-jin, honorary research fellow at the Chungnam Research Institute; Kang Jeong-hyun, CEO of Canaan Fisheries; and Gong Sang-hyun, director of the Water Management Policy Division of Chungnam Province participated in the panel discussion.

Director Han Byung-su emphasized that "the history, culture and economy of Ganggyeong Port have significantly declined since the construction of the Geumgang estuary dam" and that "this is a process of recovering regional identity beyond ecological restoration." Research Fellow Lee Sang-jin proposed that "estuary restoration in the climate crisis era is not a choice but a national strategy" and that "nature-based solutions through tidal force recovery can also increase flood and inundation response capabilities."

CEO Kang Jeong-hyun said "migratory fish species have drastically decreased since the estuary dam construction, collapsing the traditional fishing base" and that "seawater circulation will lead to fishery recovery and regional economic revitalization." Director Gong Sang-hyun stated "seawater circulation is a complex task involving water management, environment and regional economy" and that "Chungnam Province will prioritize reviewing safety measures including securing alternative water sources, maintaining intake and pumping stations, and phased pilot openings."

◆ Council Member Oh In-hwan: "A Turning Point to Lead the Geumgang Basin Renaissance"

Council Member Oh In-hwan emphasized that "Geumgang estuary seawater circulation is an important turning point that will lead the renaissance of the entire Geumgang basin, centered on Ganggyeong in Nonsan." He added that "ecological restoration is not simply environmental policy but a major task that must consider both the future of the region and national sustainability."

Council Member Oh stated "as Geumgang estuary ecosystem restoration has been adopted as a national agenda, we must proceed without setback while examining the balanced impact on all areas including society, economy and environment" and said "the provincial council will play an active role in preparing science-based gradual restoration and solutions for regional coexistence."
