◆ "충북은 대한민국의 공간적 중심이지만 제도에선 변방입니다."
송기섭 충북 진천군수가 12일 충북도청 브리핑룸에서 연 기자회견은 새 정부 국토 비전에 대한 정면 반박이었다. 그는 이재명 정부가 야심차게 내놓은 '5극3특' 전략에서 충북이 철저히 배제됐다며, '충북 특별중심도' 신설을 통한 '5극3특1중' 확대를 제안했다.
◆"바다 없는 충북, 관심 밖으로 밀려나"
송 군수의 목소리엔 분노가 묻어났다. "지난 9월 대통령 직속 지방시대위원회가 발표한 '5극3특 국가 균형성장 추진전략 설계도'에 충북이 빠져 있다"며 "바다의 부재로 발전동력 확보에 한계가 분명한 충북에 대해 새 정부가 별다른 관심이 없는 것 아니냐는 우려가 크다"고 목소리를 높였다.
이재명 정부가 지난 8월 발표한 '5극3특'은 전국을 동남권(부산·울산·경남), 서남권(전북·광주·전남), 대경권(대구·경북), 중부권(대전·충청), 강원·제주권 등 5대 초광역권으로 나누고, 제주·강원·전북 등 3개 특별자치도를 육성하는 전략이다. 수도권 1극 체제를 해체하겠다는 야심 찬 구상이지만, 정작 한반도 중심부에 위치한 충북은 중부권에 묶여 독자적 정체성을 인정받지 못했다.
◆ '특별중심도' 카드 꺼낸 송 군수, "중앙권한 이양받자"
송 군수는 이날 충북만의 돌파구로 '충북 특별중심도 설치 및 지원에 관한 특별법' 제정을 제안했다. 그가 구상하는 '특별중심도'는 중앙정부의 권한 일부를 이양받아 지역이 독자적으로 정책을 설계·실행할 수 있는 법적·제도적 플랫폼이다.
기존 특별자치도가 자치권 강화에 초점을 맞췄다면, 특별중심도 는 국가 중심부로서의 역할을 제도화하겠다는 전략이다. "제4의 특별자치도 성격을 포함하는 충북 특별중심도로 성장동력을 얻을 수 있다"는 게 송 군수의 주장이다.
◆ 세종·대전 연계한 '메가 싱크탱크' 구상
송 군수는 구체적인 실행 방안도 제시했다. 중부권 메가 싱크탱크 조성, 수도권 명문대 유치, 글로벌 산업 인재 육성체계 구축 등이 핵심이다.
그는 "세종의 국책 연구기관과 대전 대덕연구단지를 연계하고 수도권 명문대를 이전한다면 대한민국의 두뇌가 모이는 '메가 싱크탱크 지구'가 가능하다"며 "한글 문화도시 세종에 국제폴리텍대학을 설립해 외국인 기술인재도 양성해야 한다"고 강조했다.
그는 또 "민·관·정 공동 추진 협의체 구성으로 미래지능경제권, 지역특화경제권, 공항 물류 경제권을 이끌어야 한다"며 "충북이 특별중심도로 거듭난다면 중앙정부에서 존재감을 더욱 부각시킬 수 있을 것"이라고 말했다.
◆ 특별법 전쟁 시대, 충북도 목소리 낸다.
충북의 이번 제안은 전국적인 특별법 경쟁이 치열해지는 가운데 나왔다. 제주·강원·전북이 이미 특별자치도로 출범했고, 경기 북부 특별자치도 추진이 탄력을 받고 있다. 부·울·경 메가시티, 충청권 메가시티 등 초광역 연대도 가시화되고 있다.
충북은 이미 '중부내륙 연계 발전지역 지원에 관한 특별법'(중부내륙 특별법) 제정을 추진 중이다. 상수원보호구역 등 각종 규제로 개발이 제한된 지역에 대한 보상을 골자로 하는 이 법안은 충북을 비롯한 여러 지자체가 공동 대응하고 있다.
충북도 관계자는 "송 군수의 제안은 충북이 국가균형발전 전략에서 소외되지 않도록 목소리를 내야 한다는 문제의식에서 나온 것"이라며 "도 차원에서도 다각도로 검토하고 있다"고 밝혔다.
송 군수의 이번 제안이 단순한 문제 제기로 그칠지, 아니면 충북의 위상을 높이는 전환점이 될지 귀추가 주목된다.

"Chungbuk is the spatial center of Korea, but it is marginalized in the system."
The press conference held by Jincheon County Governor Song Ki-seop at the North Chungcheong Provincial Office briefing room on the 12th was a direct challenge to the new government's national territory vision. He proposed expanding to '5 Poles, 3 Specials, 1 Central' through the establishment of a 'Chungbuk Special Central Province', claiming that Chungbuk was thoroughly excluded from the Lee Jae-myung government's ambitious '5 Poles and 3 Specials' strategy.
"Chungbuk without sea, pushed out of interest"
Governor Song's voice was tinged with anger. "North Chungcheong Province is excluded from the '5 Poles and 3 Specials National Balanced Growth Promotion Strategy Blueprint' announced by the Presidential Committee on Regional Era last September," he said, raising his voice that "there are strong concerns that the new government has no particular interest in Chungbuk, which clearly has limitations in securing development momentum due to the absence of sea access."
The '5 Poles and 3 Specials' announced by the Lee Jae-myung government last August is a strategy that divides the country into five mega-regions: Southeast (Busan·Ulsan·Gyeongnam), Southwest (Jeonbuk·Gwangju·Jeonnam), Daegyeong (Daegu·Gyeongbuk), Central (Daejeon·Chungcheong), and Gangwon·Jeju, and nurtures three special self-governing provinces: Jeju, Gangwon, and Jeonbuk. It is an ambitious plan to dismantle the capital region monopoly system, but Chungbuk, located in the central part of the Korean Peninsula, was grouped into the central region and its independent identity was not recognized.
Governor Song plays 'Special Central Province' card, "Let's receive central government authority transfer"
On this day, Governor Song proposed the enactment of the 'Special Act on the Establishment and Support of Chungbuk Special Central Province' as Chungbuk's own breakthrough. The 'Special Central Province' he envisions is a legal and institutional platform that allows regions to independently design and implement policies by receiving some authority from the central government.
While existing special self-governing provinces focused on strengthening autonomy, the Special Central Province is a strategy to institutionalize the role as the nation's central region. Governor Song argues, "We can gain growth momentum through Chungbuk Special Central Province, which includes the characteristics of a fourth special self-governing province."
'Mega think tank' concept linking Sejong and Daejeon
Governor Song also presented specific implementation measures. The core includes establishing a central region mega think tank, attracting prestigious universities from the capital region, and building a global industrial talent training system.
He emphasized, "If we link Sejong's national research institutes with Daejeon's Daedeok Research Complex and relocate prestigious universities from the capital region, a 'mega think tank district' where Korea's brains gather becomes possible," adding, "We should also establish an International Polytechnic University in Sejong, a Hangeul culture city, to train foreign technical talent."
He also said, "We must lead the future intelligent economic zone, regionally specialized economic zone, and airport logistics economic zone through the formation of a public-private-government joint promotion council," adding, "If Chungbuk is reborn as a Special Central Province, it will be able to further highlight its presence in the central government."
Era of special legislation war, Chungbuk also raises its voice
Chungbuk's proposal comes amid fierce nationwide competition for special legislation. Jeju, Gangwon, and Jeonbuk have already been launched as special self-governing provinces, and the push for Gyeonggi Northern Special Self-Governing Province is gaining momentum. Mega-region alliances such as Buulgyeong Megacity and Chungcheong Megacity are also becoming visible.
Chungbuk is already pursuing enactment of the 'Special Act on Support for Central Inland Linked Development Areas' (Central Inland Special Act). This bill, which focuses on compensation for areas restricted from development due to various regulations such as water source protection areas, has multiple local governments including Chungbuk jointly responding.
A North Chungcheong Provincial official said, "Governor Song's proposal stems from the awareness that Chungbuk must raise its voice to avoid being marginalized in the national balanced development strategy," adding, "The province is also reviewing it from various angles."
Attention is focused on whether Governor Song's proposal will remain a simple problem-raising or become a turning point that elevates Chungbuk's status.
