◆ 세종시 5일부터 103억 원 순차 지급

세종특별자치시는 5일부터 관내 8,171농가에 2025년도 기본형 공익직접지불금 103억 1,600만 원을 순차 지급한다. 기본형 공익직불금은 농업·농촌 공익기능 향상과 농업인 소득안정을 위해 자격을 갖추고 준수사항을 이행한 농업인에게 매년 지급된다.

세종시는 지난 2월부터 신청을 받았다. 경북·경남 대형산불 피해 복구와 공익직불법 개정사항 반영으로 신청 기간을 지난해보다 1개월 늦은 5월 말까지 연장했다. 세종시는 신청자를 대상으로 농지 기능·형상유지, 농약 안전사용기준, 농업인 의무교육 이수 등 준수사항 이행점검을 완료한 뒤 지급 대상자 8,171명을 확정했다.

◆ 면적직불금 단가 5% 인상

이번 공익직불금 총액은 103억 1,600만 원이다. 올해부터 면적직불금 지급단가가 5% 인상돼 지난해 97억 7,700만 원보다 약 5억 4,000만 원 증가했다.

0.5ha 이하 소규모 2,914농가에는 소농직불금 37억 8,800만 원을 지급한다. 5,257농가에는 면적·지역에 따라 차등 지급하는 면적직불금 65억 2,900만 원을 지급한다.

◆ 국가산단 편입농지 경작 농업인도 지급 대상

올해는 개정된 공익직불법이 적용된다. 9월 30일 전까지 보상을 받지 않고 연서면 국가산업단지 편입농지에서 경작하는 농업인 200여 명도 공익직불금을 받는다.

이기풍 세종시 농업정책과장은 "지난해 소농직불금이 10만 원 인상된 데 이어 올해는 면적직불금이 인상돼 농업인들께 큰 도움이 될 것"이라며 "올해 집중호우 등 기후위기 속에서도 영농을 이어오신 농업인들께 위로와 감사의 말씀을 전한다"고 말했다.

Sejong City received applications from February. The application period was extended to the end of May, one month later than last year, due to recovery from large-scale wildfires in Gyeongbuk and Gyeongnam and reflection of amendments to the Public Direct Payment Act. Sejong City confirmed 8,171 eligible recipients after completing compliance checks including maintenance of farmland function and form, safe pesticide use standards, and completion of mandatory farmer education.

◆ Area Direct Payment Rate Increased by 5%

The total public direct payment this time is 10.316 billion won. Starting this year, the area direct payment rate increased by 5%, resulting in an increase of about 540 million won from last year's 9.777 billion won.

Small farm direct payments of 3.788 billion won will be paid to 2,914 small-scale farms with 0.5 hectares or less. Area direct payments of 6.529 billion won, differentiated by area and region, will be paid to 5,257 farms.

◆ Farmers Cultivating National Industrial Complex Incorporated Farmland Also Eligible

The revised Public Direct Payment Act applies this year. About 200 farmers cultivating farmland incorporated into the Yeonseo-myeon National Industrial Complex who have not received compensation before September 30 will also receive public direct payments.

Lee Ki-pung, head of the Agricultural Policy Division of Sejong City, said, "Following the 100,000 won increase in small farm direct payments last year, this year's increase in area direct payments will be a great help to farmers," adding, "I extend my consolation and gratitude to farmers who have continued farming despite climate crises such as heavy rains this year."
