제천시의회는 통합재정안정화기금 설치 및 운용 조례 일부개정조례안을 12월 5일부터 입법예고한다. 송수연 의원이 대표발의했다. 제천시의회 의원 12명이 공동발의에 참여했다. 시의원 13명 전원이 개정 취지에 공감했다.
◆ 재정 운용 건전성 강화 핵심 내용 담아
개정안 주요 내용은 세 가지다. 첫째 재정안정화계정 사용 시 시의회와 사전 협의를 의무화한다. 둘째 사용 한도를 규정한다. 셋째 재량에 의한 전출 허용 조항을 삭제한다. 송수연 의원은 지난 10월 5분 자유발언에서 재정 운영 합리성 제고 필요성을 제기한 바 있다.
◆ 2026년 1월 임시회 상정 예정
입법예고 기간은 12월 5일부터 12월 26일까지 21일간이다. 제천시의회 홈페이지와 제천시 홈페이지에서 확인할 수 있다. 개정조례안은 2026년 1월 제353회 임시회에 상정될 예정이다. 송수연 의원은 "재정안정화기금 운용 문제점 해결을 위한 노력이 빛을 보게 되어 기쁘다"고 밝혔다.

◆ All Council Members Co-sponsor Ordinance Revision
Jecheon City Council announced the legislative notice for the partial revision of the Integrated Fiscal Stabilization Fund Establishment and Operation Ordinance starting December 5. Councilwoman Song Su-yeon led the proposal. Twelve other council members joined as co-sponsors. All 13 city council members agreed with the purpose of the revision.
◆ Key Contents to Strengthen Fiscal Soundness
The revision contains three main points. First, prior consultation with the city council becomes mandatory when using the fiscal stabilization account. Second, usage limits are established. Third, provisions allowing discretionary transfers are deleted. Councilwoman Song raised the need to improve fiscal operation rationality during her 5-minute free speech in October.
◆ Scheduled for Submission at January 2026 Extraordinary Session
The legislative notice period runs for 21 days from December 5 to December 26. The public can review it on the Jecheon City Council website and Jecheon City website. The revised ordinance will be submitted at the 353rd Extraordinary Session in January 2026. Councilwoman Song said, "I am pleased that our efforts to resolve problems in the fiscal stabilization fund operation are bearing fruit."
