◆ 18건 안건 심의…16건 원안 가결
제천시의회(의장 박영기)는 5일 제352회 제2차 정례회 제2차 본회의를 열었다. 의회는 총 18건 안건을 심의·의결했다. 이경리 의원이 대표발의한 제천시의회 지방공무원 복무 조례 일부개정조례안과 이정임 의원이 대표발의한 제천시의회 회의 규칙 일부개정규칙안을 포함해 16건이 원안 가결됐다.
◆ 2건 부결…시정질문 진행
제천시 지방공무원 정원 조례 일부개정조례안과 제천시 행정기구설치 조례 일부개정조례안은 부결됐다. 상임위원회가 본회의 부의 안 하기로 의결했다. 송수연 의원은 시정질문에서 제9대 제천시의회 개원 이후 시행된 5분 자유발언 집행부 이행률이 저조하다고 지적했다. 송 의원은 노상주차장 관리 실태와 생활SOC복합화시설 건립 추진 현황도 질의했다.
◆ 19일 예산안 최종 확정 예정
의회는 12월 5일부터 18일까지 상임위원회와 예산결산특별위원회를 열어 2025년도 제4회 추가경정예산안과 2026년도 예산안을 심사한다. 19일 제3차 본회의에서 예산안을 최종 확정한다. 본회의와 상임위원회 회의는 제천시의회 인터넷방송과 유튜브 채널로 생중계된다.

◆ 18 Agenda Items Reviewed…16 Passed
Jecheon City Council (Chairman Park Young-ki) held the 2nd plenary session of the 352nd 2nd regular session on December 5. The council deliberated and voted on 18 agenda items. 16 items passed as originally proposed. These included the partial amendment to the Jecheon City Council local public officials service regulations proposed by Councilor Lee Kyung-ri and the partial amendment to the Jecheon City Council meeting rules proposed by Councilor Lee Jeong-im.
◆ 2 Items Rejected…Policy Questions Conducted
The partial amendment to the Jecheon City local public officials quota ordinance and the partial amendment to the Jecheon City administrative organization establishment ordinance were rejected. The standing committee decided not to submit them to the plenary session. Councilor Song Su-yeon pointed out in policy questions that the implementation rate of 5-minute free speech by the executive branch has been low since the opening of the 9th Jecheon City Council. Councilor Song also questioned the management status of on-street parking lots and the progress of Living SOC complex facility construction.
◆ Budget to Be Finalized on 19th
The council will hold standing committee and budget settlement special committee meetings from December 5 to 18 to review the 4th supplementary budget for 2025 and the 2026 budget. The budget will be finalized at the 3rd plenary session on December 19. Plenary and standing committee meetings are broadcast live on Jecheon City Council internet broadcasting and YouTube channel.
