◆ 옥천군의회 건의문 채택

옥천군의회는 5일 복지 자동지급제 전환을 촉구하는 건의문을 채택했다. 의원 일동은 정부와 국회에 관련 법령 정비를 요구했다. 건의문은 복지 사각지대 해소를 핵심 목표로 제시했다.

◆ 신청주의 한계와 비극 반복

우리나라 복지제도는 신청주의에 기반해 운영된다. 2014년 송파 세 모녀 사건에 이어 2022년 수원 세 모녀, 2025년 익산 모녀 사건이 발생했다. 모두 복지제도를 알지 못하거나 복잡한 절차로 신청하지 못한 결과다. 보건복지부와 한국사회보장정보원이 운영하는 복지포털 복지로에 따르면 중앙정부 복지급여는 369종이다. 지자체 사업까지 포함하면 총 5,280종에 이른다. 대부분 본인이 직접 신청해야 수급이 가능하다.

◆ 자동지급제 도입 촉구

옥천군의회는 아동수당, 부모급여, 기초연금 등 자격 요건이 명확한 보편적 급여부터 단계적 자동지급제 도입을 촉구했다. 건의문은 "자격 판정에서 급여 지급까지 국가가 먼저 찾아서 지원하는 복지 체계를 구축하라"고 요구했다. 현 정부도 기본적 삶을 위한 안전망 강화를 국정과제로 제시했다.

Okcheon County Council adopted a resolution on December 5 calling for transition to an automatic welfare payment system. All council members demanded the government and National Assembly revise related laws. The resolution presented elimination of welfare blind spots as its core objective.

◆ Limitations of Application-Based System and Repeated Tragedies

Korea's welfare system operates based on an application-based approach. Following the 2014 Songpa three mother-daughter case, the 2022 Suwon three mother-daughter case and the 2025 Iksan mother-daughter case occurred. All resulted from not knowing about welfare programs or failing to apply due to complex procedures. According to Bokjiro, the welfare portal operated by the Ministry of Health and Welfare and Korea Social Security Information Service, central government welfare benefits number 369 types. Including local government programs, the total reaches 5,280 types. Most require direct application by the individual to receive benefits.

◆ Calls for Automatic Payment System

Okcheon County Council urged phased introduction of automatic payment starting with universal benefits with clear eligibility requirements such as child allowance, parental benefits, and basic pension. The resolution demanded "establishing a welfare system where the state proactively finds and supports from eligibility determination to benefit payment." The current government also presented strengthening safety nets for basic living as a national agenda.
