충북 음성군이 제17회 다산목민대상에서 대상인 대통령상을 수상했다. 다산목민대상은 대한민국 지방자치단체가 받을 수 있는 최고 권위의 상이다.
음성군은 지난 4일 정부서울청사 별관 대강당에서 열린 시상식에서 대통령상을 받았다. 심사위원회는 음성군이 다산 정약용 선생의 율기(律己)·봉공(奉公)·애민(愛民) 정신을 현대 행정에 가장 잘 구현했다고 평가했다. 음성군은 이번 수상으로 특별교부세 1억5000만원과 상금 2000만원을 확보했다.
음성군은 청렴콘서트와 청렴감사제도 등 공무원·주민 참여형 청렴 정책을 추진했다. 그 결과 청렴도 평가에서 4년 연속 상위 2등급을 달성했다. 반부패 청렴 문화가 정착되면서 행정·복지·경제 등 군정 전반에서 성과를 거뒀다.
◆ 주민 중심 소통 행정으로 높은 평가
음성군은 '주민 중심 소통 행정'에서 높은 점수를 받았다. 행정안전부 주관 민원서비스종합평가에서 7년 연속 최우수기관으로 선정됐다. 음성군은 진천군과 협력해 행정서비스를 일원화했다. 중부4군 등 다른 지자체와도 연대 협력을 추진해 행정 효율을 높였다.
음성군은 마을별로 1억원씩 지원하는 '상상대로 행복한 음성만들기' 사업을 시행했다. 이 사업은 주민 숙원 사업을 해결하며 지역사회에 활력을 불어넣었다.
음성군은 체감형 복지 정책도 추진했다. 여성친화도시·아동친화도시·고령친화도시 지정에 이어 장애인 평생학습도시까지 지정받았다. 음성군은 소외 계층 없이 누구나 살기 좋은 '3+1 친화도시'를 완성했다.
◆ 전국 최상위권 경제 지표 달성
튼튼한 경제 기반은 음성군의 핵심 경쟁력이다. 음성군은 미래 먹거리 발굴을 위해 '4+1 신성장산업'을 집중 육성했다. 그 결과 국토교통부 주관 그린에너지 스마트농업타운 투자선도지구로 지정됐다. 사업비는 4873억원 규모다.
음성군의 지역내총생산(GRDP)은 10조5507억원으로 전국 군 단위 2위를 기록했다. 고용지표는 충북 도내 1위를 차지했다. 지역활동인구는 12만명으로 전국 군 단위 1위다. 민선 8기 투자유치액은 5조746억원에 달한다. 음성군은 2025년 전국 지자체 일자리대상에서도 5년 연속 수상했다.
조병옥 음성군수는 "이번 수상은 10만 군민의 성원과 900여 명 공직자가 한마음으로 땀 흘린 결과"라며 "다산의 애민 정신을 받들어 군민이 체감할 수 있는 행정으로 지속 가능한 성장을 위해 최선을 다하겠다"고 말했다.

Eumseong-gun received the Presidential Award at the ceremony held at the main auditorium of the Government Complex Seoul Annex on December 4. The judging committee evaluated Eumseong-gun as the local government that best implemented the spirit of Yugi (self-discipline), Bonggong (public service), and Aemin (love for the people) of Scholar Dasan Jeong Yak-yong in modern administration. Eumseong-gun secured 150 million won in special grants and 20 million won in prize money.
Eumseong-gun promoted integrity policies with public officials and residents participating, including integrity concerts and integrity audit systems. As a result, Eumseong-gun achieved the top 2nd grade in integrity evaluation for four consecutive years. With the establishment of anti-corruption integrity culture, Eumseong-gun achieved results in administration, welfare, and economy.
◆ High Evaluation for Resident-Centered Communication Administration
Eumseong-gun received high scores in 'resident-centered communication administration.' Eumseong-gun was selected as the best institution for seven consecutive years in the comprehensive civil service evaluation hosted by the Ministry of the Interior and Safety. Eumseong-gun unified administrative services through cooperation with Jincheon-gun. Eumseong-gun also increased administrative efficiency through solidarity and cooperation with other local governments including Jungbu 4-gun.
Eumseong-gun implemented the 'Happy Eumseong as Imagined' project, which supports 100 million won per village. This project resolved residents' long-awaited projects and vitalized local communities.
Eumseong-gun also promoted tangible welfare policies. Following designation as a women-friendly city, child-friendly city, and elderly-friendly city, Eumseong-gun was also designated as a lifelong learning city for the disabled. ◆ Achievement of Top-Tier Economic Indicators Nationwide
A solid economic foundation is the core competitiveness of Eumseong-gun. Eumseong-gun intensively fostered '4+1 New Growth Industries' to discover future food sources. As a result, Eumseong-gun was designated as a Green Energy Smart Agriculture Town Investment Leading District hosted by the Ministry of Land, Infrastructure and Transport. The project cost is 487.3 billion won.
The Gross Regional Domestic Product (GRDP) of Eumseong-gun is 10.5507 trillion won, ranking 2nd among all counties nationwide. Employment indicators ranked 1st in Chungcheongbuk-do Province. The regional active population is 120,000, ranking 1st among all counties nationwide. Investment attraction during the 8th popular election term reached 5.0746 trillion won. Eumseong-gun also won the National Local Government Job Awards for five consecutive years in 2025.
