◆ MICE 산업 기반 구축 시급

천안시의회 정선희 의원(경제산업위원회 부위원장, 청룡동)은 3일 제284회 제2차 정례회 본회의에서 5분 발언을 했다. 정 의원은 「산업과 문화가 공존하는 도시, 천안형 MICE 생태계를 향하여」를 주제로 MICE 산업 육성 전략 3가지를 제안했다. 정 의원은 "천안은 교통, 산업, 인구 등 MICE 산업 기반을 갖췄다"며 "전시컨벤션센터, 공연 전용 아레나 등 대형 인프라와 전문 기획 인력이 부족해 MICE 기반 구축이 필요하다"고 강조했다.

◆ 3대 전략 제안

정 의원은 3대 전략을 제시했다. 첫째, 「천안형 MICE 산업 육성 조례」 제정이다. 기업·대학·문화기관이 참여하는 MICE 협의체 구성과 중장기 계획을 뒷받침할 법적 기반을 마련한다. 둘째, 산업 기반 연계 특화형 프로그램 운영이다. 천안 주력산업 중심으로 '스마트제조 박람회', 'K-ESG 포럼', '국제안전산업 엑스포' 등을 추진한다. 셋째, 문화·관광 결합 MICE 체계 구축이다. MICE 행사 기간 지역 숙박·음식·교통·상권이 함께 활성화되는 지역 상생형 모델을 마련한다.

◆ 공연 전용 아레나 구축 제언

정 의원은 '공연 전용 아레나' 구축도 제언했다. K-컬처 대형 공연, e스포츠, 국제 이벤트 등과 MICE 산업이 시너지를 낼 수 있는 핵심 인프라가 필요하다고 밝혔다. 정 의원은 "MICE 산업은 청년 일자리, 지역경제 활성화, 도시브랜드 상승을 이끄는 미래 성장 동력"이라며 "시가 종합계획을 수립하고 유관기관과 협력을 강화하면 천안은 중부권 MICE 허브도시로 도약할 수 있다"고 강조했다.

Councilor Jeong proposed three strategies for MICE industry development under the theme "Toward a Cheonan-type MICE Ecosystem: A City Where Industry and Culture Coexist." Councilor Jeong emphasized, "Cheonan has the foundation for MICE industry including transportation, industry, and population," and "MICE foundation building is necessary due to the lack of large infrastructure such as exhibition convention centers and performance-only arenas, as well as professional planning personnel."

◆ Three Strategies Proposed

Councilor Jeong presented three strategies. First, enactment of the "Cheonan-type MICE Industry Promotion Ordinance." This establishes a legal foundation to support a MICE council with participation from businesses, universities, and cultural institutions, and mid-to-long-term plans. Second, operation of specialized programs linked to industrial base. This promotes 'Smart Manufacturing Expo', 'K-ESG Forum', and 'International Safety Industry Expo' centered on Cheonan's key industries. Third, building a MICE system combining culture and tourism. This creates a regional win-win model where local accommodation, food, transportation, and commercial districts are activated together during MICE events.

◆ Proposes Construction of Performance-Only Arena

Councilor Jeong also proposed the construction of a 'performance-only arena.' She stated that core infrastructure is needed to create synergy between MICE industry and K-culture large performances, e-sports, and international events. Councilor Jeong emphasized, "MICE industry is a future growth engine that leads youth employment, regional economic revitalization, and city brand enhancement," and "If the city establishes a comprehensive plan and strengthens cooperation with related organizations, Cheonan can leap forward as a MICE hub city in the central region."
