◆ K-773 문화복합단지·내포역 주차장 등 핵심 사업 점검

예산군의회(의장 장순관)는 12월 3일 제321회 정례회 군정질문 4일차를 진행했다. 이날 질의는 산업건설국 소관 미래성장과, 환경과, 농정유통과, 축산과를 대상으로 이뤄졌다.

이상우 의원은 미래성장과장에게 K-773 문화복합단지 사업 방향성을 질문했다. 이 의원은 민관협력 의존 방식이 아닌 예산군 주도 '독자적 플랜' 마련을 요구했다. 이정순 의원은 가칭 내포역 주차장 조성 계획을 질의했다. 이 의원은 "삽교역 주차장 부족 사례를 고려하면 계획된 247면으로는 수요 충족이 어렵다"며 추가 조성 선제 대비를 촉구했다.

이길원 의원은 농정유통과장에게 '예가정성 공동 브랜드' 품질 관리 강화와 유통구조 다각화 정책을 질문했다. 이 의원은 농업인 소득 개선 노력을 당부했다.

◆ 탄소중립·농업인력난 해법 집중 논의

강선구 의원은 환경과장에게 탄소중립 실현 준비 태세 점검을 주문했다. 강 의원은 온실가스감축인지 예산제 도입 현황을 질문하며 선제적 대비를 강조했다. 심완예 의원은 음식물 쓰레기 종량제 봉투 판매 현황과 투명 페트병 무인 회수기 설치 상황을 점검했다. 심 의원은 유기동물 보호시설 관리·감독 강화도 요청했다.

임종용 의원은 농기계 현황과 지원 계획을 질의했다. 임 의원은 본인이 대표 발의한 「예산군 노후 농기계 조기 폐기 지원에 관한 조례」의 효율적 추진을 요청했다. 아울러 축산 악취 저감 대책 점검을 촉구했다.

김영진 의원은 농업 근로자 기숙사 조성 사업 현황을 점검했다. 김 의원은 "근로자 주거 불편 해소가 농촌 인력 수급 문제 해결의 핵심"이라고 강조했다. 박중수 의원은 외국인 계절근로자 고용 문제점과 대안을 제시하며 적기 인력 지원 방안 마련을 당부했다.

◆ 4일차 산림녹지·건설교통·건축·수도과 질의 예정

소관 과장들은 의원 질문에 성실히 답변하고 향후 추진계획을 상세히 설명했다.

한편 12월 4일에는 산업건설국 산하 산림녹지과, 건설교통과, 건축과, 수도과를 대상으로 군정질문이 진행된다.

The session covered four departments under the Industrial Construction Bureau: Future Growth Division, Environment Division, Agricultural Distribution Division, and Livestock Division.

Council Member Lee Sang-woo questioned the Future Growth Division chief about the direction of the K-773 Cultural Complex project. Lee demanded an independent plan led by Yesan County rather than relying on public-private partnerships. Council Member Lee Jeong-soon inquired about the parking lot construction plan for the tentatively named Naepo Station. Lee stated, "Considering the parking shortage at Sapgyo Station, the planned 247 spaces will not meet demand," and urged preemptive preparation for additional construction.

Council Member Lee Gil-won asked the Agricultural Distribution Division chief about quality management for the 'Yegajeongseong' joint brand and policies for diversifying distribution channels. Lee urged efforts to improve farmers' income.

◆ Intensive Discussion on Carbon Neutrality and Agricultural Labor Shortage Solutions

Council Member Kang Seon-gu ordered the Environment Division chief to inspect the county's readiness for achieving carbon neutrality. Kang emphasized preemptive preparation while questioning the status of implementing a greenhouse gas reduction-conscious budget system. Council Member Shim Wan-ye reviewed the sales status of food waste pay-as-you-throw bags and the installation of transparent PET bottle unmanned collection machines. Shim also requested strengthened management and supervision of stray animal shelters.

Council Member Lim Jong-yong inquired about the status and support plans for agricultural machinery. Lim requested efficient implementation of the "Yesan County Ordinance on Support for Early Disposal of Aging Agricultural Machinery," which he had proposed as lead sponsor. He also urged inspection of livestock odor reduction measures.

Council Member Kim Young-jin reviewed the status of the agricultural worker dormitory construction project. Kim emphasized that "resolving worker housing inconveniences is key to solving rural labor supply issues." Council Member Park Joong-su presented problems and alternatives regarding foreign seasonal worker employment and urged measures to provide timely labor support.

◆ Day 4 to Cover Forestry, Construction and Transportation, Architecture, and Water Supply Divisions

Division chiefs provided sincere responses to council members' questions and explained future implementation plans in detail.

Meanwhile, policy questions targeting the Forestry and Greenery Division, Construction and Transportation Division, Architecture Division, and Water Supply Division under the Industrial Construction Bureau are scheduled for December 4.
