◆ 충북도의회 장려상 수상

충북도의회가 21일 울산전시컨벤션센터에서 열린 2025 지방의회 우수사례경진대회 의정활동 분야에서 '도민 중심 효과 검증을 위한 입법평가 표준 모델 마련'으로 장려상을 수상했다. 2023년에 이은 두 번째 수상이다.

행정안전부가 주최한 이번 경진대회는 2019년부터 매년 개최된다. 전국 지방의회 중 12곳이 본심사에 진출했으며 101건 접수돼 경쟁했다. 심사는 1차 사전심사(60%)와 본선 발표 점수(40%)를 합산해 최종 순위를 결정했다.

◆ 3년에 걸친 입법평가 제도화 과정

충북도의회는 2023년 '조례 입법평가 조례'를 제정했다. 2024년 제도 도입 초기 단계로 정책 효과 검증이 필요한 조례 30건을 선정해 자체 시범평가를 실시했다. 올해는 시범평가 결과를 토대로 조례 선별평가 도입, 입법평가 기준표 개선, 사후 점검체계 구축 등 세 가지 차별화를 통해 도민중심형 입법평가 표준모델을 완성했다.

◆ 향후 양방향 점검·환류체계 강화

이양섭 의장은 "이번 수상은 집행기관과의 소통 및 협력을 기반으로 한 의정 활동 성과를 인정받은 결과"라며 "입법평가 표준 모델에서 제시한 양방향 점검·환류체계를 통해 도민이 체감할 수 있는 입법·정책 활동을 더욱 강화하겠다"고 했다.

◆ Chungbuk Provincial Assembly Receives Commendation Award

Chungbuk Provincial Assembly won the commendation award in the legislative activity category at the 2025 Local Assembly Excellence Case Competition held on the 21st at the Ulsan Exhibition and Convention Center for "Establishing a Standard Model for Legislative Evaluation Verifying Citizen-Centered Effectiveness." The award marks the second recognition in two years since 2023.

The competition, hosted by the Ministry of the Interior and Safety, holds annually since 2019. Twelve local assemblies nationwide advanced to the finals with 101 cases submitted for competition. The evaluation combined the scores from the first preliminary screening (60%) and the finals presentation (40%) to determine final rankings.

◆ Three-Year Legislative Evaluation Institutionalization Process

Chungbuk Provincial Assembly enacted the 'Ordinance Legislative Evaluation Ordinance' in 2023. In 2024, as an initial stage of system implementation, the assembly selected 30 ordinances requiring policy effectiveness verification and conducted self-pilot evaluations. This year, based on pilot evaluation results, the assembly completed a citizen-centered legislative evaluation standard model through three differentiated approaches: introduction of selective ordinance evaluation, improvement of legislative evaluation standards, and establishment of post-inspection systems.

◆ Strengthening Bidirectional Verification and Feedback Systems Going Forward

Chairman Lee Yang-seop stated, "This award recognizes the achievements of legislative activities based on communication and cooperation with the executive branch," and added, "We will further strengthen legislation and policy activities that citizens can feel through the bidirectional verification and feedback system presented in the legislative evaluation standard model."
