온실가스 감축인지 예산제는 예산과 기금이 투입되는 정책·사업이 온실가스 감축에 미치는 영향을 분석해 예산편성 단계에 반영하고 결산 시 집행의 적정성을 평가하는 제도다. 국가 재정에 우선 적용 중이며 향후 지방재정으로 확대될 예정이다. 예산군은 충남도에서 최초로 '온실가스 감축인지 운영 조례'를 제정했다.

◆ 사업 분류 체계 구축, 감축사업 확대·배출사업 축소 추진

용역 수행기관인 대전충청지방발전연구원은 예산군의 정책사업을 감축(직·간접 감축효과), 배출(배출량 증가), 중립(기후영향 미미) 3가지로 분류했다. 군 관계자는 "온실가스 배출 영향을 체계적으로 분석해 감축사업은 확대하고 배출사업은 줄이거나 저감대책을 마련하겠다"고 밝혔다. 예산군의 탄소중립 실현을 앞당기기 위한 지속적인 관심과 참여를 당부했다.
