◆ 정례회 26일간 개최…핵심 안건 심사
제천시의회 박영기 의장 주도 제천시의회는 11월 24일부터 12월 19일까지 26일간 제352회 제2차 정례회를 개최한다. 이번 정례회는 2025년도 행정사무감사와 제4회 추가경정예산안, 2026년도 본예산안(총 1조 1,484억원 규모) 등 주요 안건을 심사한다.
◆ 행정사무감사 9일 진행…현장확인 3일 포함
2025년도 행정사무감사는 각 상임위원회가 중심 추진한다. 집행부가 제출한 감사자료를 토대로 주요 사업 추진 실적과 행정 전반을 점검한다. 감사 일정은 11월 26일부터 12월 4일까지이며 현장확인 3일과 회의식 감사 6일(자료검토 2일 포함)로 총 9일간 진행된다.
◆ 2026년 예산안, 12월 19일 최종 의결
2026년도 예산안은 12월 8일부터 12일까지 각 상임위원회가 예산안 보고 및 예비 심사를 진행한다. 12월 17일과 18일 예산결산위원회에서 상임위원회 심사 결과를 종합 검토한다. 최종 의결은 12월 19일 제3차 본회의에서 진행된다.
박영기 의장은 개회사에서 "이번 정례회는 중요한 안건을 다루는 중요한 회기"라며 "시민이 체감할 수 있는 정책이 실현될 수 있도록 의회는 더욱 꼼꼼한 심사에 임하고, 집행부도 성실한 자료 제출과 충실한 설명으로 의정활동에 적극 협력해달라"고 당부했다.
제1차 본회의에서 송수연 의원은 5분 자유발언으로 "학생전용 통학순환버스 도입"의 필요성을 제기했다. 송 의원은 학생 안전과 이동권 보장을 위해 집행부의 적극적인 검토를 요청했다.

◆ 2026 Budget Receives Final Approval on December 19
Each standing committee reports and conducts preliminary review of the 2026 budget proposal from December 8 through 12. The Budget and Accounting Committee comprehensively reviews the standing committee examination results on December 17 and 18. Final approval occurs at the 3rd plenary session on December 19.
Council President Park Young-ki stated in his opening remarks, "This regular session addresses important agenda items," and urged, "The council will conduct thorough examination, and we request the executive branch provides accurate materials and detailed explanations while actively cooperating with council activities."
Councilor Song Su-yeon raises the necessity of introducing "student-exclusive shuttle bus service" during five-minute free remarks at the first plenary session. Councilor Song requests the executive branch actively review this proposal to ensure student safety and protect mobility rights.
