◆ 2025년 성과 기반 4,423억 원 예산 편성

최재형 보은군수는 24일 제414회 보은군의회 제2차 정례회에서 2026년도 예산안을 제출했다. 2026년 예산 규모는 4,423억 원으로 전년 대비 1.58% 증가했다. 일반회계 3,916억 원, 특별회계 507억 원으로 구성된다.

2025년 보은군은 131건, 4,294억 원 규모 공모사업 선정 등 성과를 달성했다. 7월 1일부터 농어촌버스 무료이용 정책 전면 시행으로 군민 교통비 부담을 축소했다. 통합RPC 건립(142억 원), 가축분뇨처리시설 설치(364억 원) 사업 유치로 친환경 순환농업 기틀을 마련했다. 산불 600일 연속 제로 기록으로 충청북도 내 최장 기록을 세웠다.

◆ 4가지 핵심 방향으로 2026년 도약 추진

2026년 보은군은 4가지 핵심 방향에 역량을 집중한다. 첫째, 군민 안전과 생활 편의다. 소방교육대 건립 기반시설 구축, 광역상수도 도입 준비, 용천산 이평근린공원 조성, 자전거길 명품화 사업을 추진한다.

둘째, 생활 품격 향상이다. 온-누림 플랫폼(육아·평생교육·청년센터 복합 공간) 조성과 지역활력타운 조성으로 주거·복지·생활 서비스를 통합 제공한다. 청년농촌 보금자리, 귀농·귀촌 스마트 경영실습농장 등으로 정착 기반을 강화한다.

셋째, 지역 상권 활성화다. 결초보은시장 주차타워 조성, 보은형 소상공인 특례보증 지원을 확대한다. 청년창업 생태계 구축을 위해 충북형 지역성장펀드(1,000억 원 규모)에 출자하고 청년창업 공간 조성사업을 추진한다.

넷째, 지역 핵심 성장동력 확보다. 제3일반산업단지와 공공 임대형 지식산업센터 건립을 추진한다. 스마트 과수원 특화단지(20ha) 조성으로 기후변화에 대비하고, 한우 유전자 클라우드 연구센터를 통해 한우 개량 거점 역할을 수행한다. 벚꽃길축제·대추축제를 사계절 문화관광 콘텐츠로 발전시키고, 속리구곡관광길·비룡호수 관광단지·국립숲체원 등으로 산림 관광 거점을 육성한다. 다목적 종합운동장 및 친화형 다목적 체육관 건립으로 스포츠 도시 위상을 높인다.

◆ 복지·재난 대응 강화로 안전망 구축

2026년 예산 배분은 사회복지 975억 원, 환경 864억 원, 농림 652억 원 순이다. 보훈회관 신축, 노인장애인복지관 그린리모델링을 추진하고, 다자녀 가구 주거 지원, 출산축하금 확대, 공동육아나눔터·긴급돌봄 서비스 운영으로 전 생애주기별 맞춤형 지원을 확대한다.

재난 대응체계 강화를 위해 취약지역 사전 점검 및 신속 대응 시스템을 구축한다. 보청천·거현천 지방하천정비사업을 차질 없이 마무리한다.

Securing a comprehensive agricultural processing center project (14.2 billion won) and livestock manure treatment facility installation (36.4 billion won) established foundation for eco-friendly circular agriculture. ◆ 2026 Development Pursued Through Four Core Directions

Boeun County concentrates resources on four core directions in 2026. First, resident safety and living convenience. Projects include fire academy construction infrastructure, regional water system introduction preparation, Yongcheonsan Ipyeong neighborhood park development, and bicycle path quality improvement.

Second, quality of life enhancement. Multi-use platform development (childcare, lifelong education, youth center complex space) and regional vitality town creation integrate housing, welfare, and living services. Youth agricultural residential support and retiree farming smart management practice farm establishment strengthen settlement foundation.

Third, local commercial activation. County strengthens parking tower construction in Gyeolcho Boeun Market and expands small business guarantee support programs. To establish youth startup ecosystem, the county invests in the North Chungcheong regional growth fund (100 billion won scale) and pursues youth startup space development projects.

Fourth, securing regional core growth drivers. Development of the Third General Industrial Complex and publicly-leased knowledge industry center construction proceeds. Smart fruit orchard specialized zone (20 hectares) development prepares for climate change, while the Korean cattle genetic cloud research center functions as an improvement hub. Cherry blossom festival and jujube festival develop into year-round cultural tourism content, while Soknigugok tourism trail, Biryongho Lake tourism complex, and national forest recreation center establish forest tourism hub. Multi-purpose sports complex and community-friendly multi-purpose gymnasium construction elevate sports city status.

◆ Welfare and Disaster Response Reinforcement Build Safety Network

2026 budget allocation comprises social welfare 97.5 billion won, environment 86.4 billion won, and agriculture/forestry 65.2 billion won in priority order. Projects include veterans hall new construction, elderly and disabled welfare center green remodeling, and expanded customized life-cycle support through multi-child household housing assistance, expanded childbirth celebration allowance, and shared childcare center operation.

Disaster response system reinforcement establishes vulnerable area pre-inspection and rapid response systems. Boyeong Stream and Geohyeon Stream local river improvement projects conclude without delay.

County Governor Choi Jae-hyung stated, "2026 will successfully complete the eighth democratic election term projects, deliver results residents experience, and concentrate all resources enabling Boeun's future advancement to the next level."
