청주시의회, 취약계층 노인 간병비 지원 조례안 입법 예고

충북 청주시의회가 취약계층 노인에게 간병비를 지원하기 위한 근거 마련에 나선다.

청주시의회는 더불어민주당 이예숙 의원이 대표 발의한 '청주시 저소득계층 노인 간병비 지원 조례안'을 입법 예고했다고 18일 밝혔다.

◆ 복지 사각지대 해소 목적

이번 조례안은 고령화에 따른 간병 수요 증가와 제도적 공백에 대응해 복지 사각지대 해소에 기여하기 위한 취지로 마련됐다.

지원 대상은 병원급 의료기관에 입원한 65세 이상 중 ▲국민기초생활 생계·의료급여 수급자 ▲국민기초생활보장법상 차상위계층 ▲장애인복지법상 차상위계층 등록장애인 ▲한부모가족 양육권자 ▲그 밖에 경제적·신체적 사유 등으로 간병비 지원이 필요하다고 청주시장이 인정하는 사람이다.

◆ 시장이 정책 수립·예산 확보

청주시장은 이 조례에 따라 간병비 지원 정책을 수립하고, 시행에 필요한 예산을 확보해야 한다. 간병비 지원금 규모는 청주시장이 따로 정하도록 했다.

이 조례안은 20일부터 12월19일까지 열리는 청주시의회 2차 정례회에서 심사·의결될 예정이다.

우리나라의 월 평균 간병비는 370만원으로 65세 이상 가구 중위소득(224만원)을 훌쩍 넘는다.

Cheongju City Council Announces Legislation for Care Cost Support Ordinance for Vulnerable Elderly

Rep. Lee Ye-sook's Leading Proposal... Review and Approval Expected at December Regular Session

The Cheongju City Council in North Chungcheong Province is establishing grounds to support care costs for vulnerable elderly people.

The Cheongju City Council announced on the 18th that it has given legislative notice of the 'Cheongju City Care Cost Support Ordinance for Low-Income Elderly,' proposed by Democratic Party Rep. Lee Ye-sook.

◆ Purpose of Eliminating Welfare Blind Spots

This ordinance was prepared with the purpose of contributing to the elimination of welfare blind spots by responding to increased care demand due to an aging population and institutional gaps.

Support targets are people aged 65 and over hospitalized in hospital-level medical institutions, including ▲recipients of basic livelihood security and medical benefits ▲near-poverty class under the Basic Livelihood Security Act ▲registered disabled persons in the near-poverty class under the Welfare of Persons with Disabilities Act ▲custodial parents in single-parent families ▲others whom the Cheongju mayor recognizes as needing care cost support due to economic or physical reasons.

◆ Mayor to Establish Policy and Secure Budget

According to this ordinance, the Cheongju mayor must establish care cost support policies and secure the necessary budget for implementation. The amount of care cost subsidies will be separately determined by the Cheongju mayor.

This ordinance is scheduled to be reviewed and approved at the 2nd regular session of the Cheongju City Council, which will be held from the 20th to December 19th.

The average monthly care cost in South Korea is KRW 3.7 million, far exceeding the median income (KRW 2.24 million) of households aged 65 and over.
