전기차 충전기 무신고 설치 시 과태료 50만원…책임보험 미가입 땐 200만원

앞으로 전기차 충전기를 주차장에 설치하기 전에 시·도지사에 신고하지 않으면 50만원의 과태료가 부과된다. 충전기 사업자가 책임보험에 가입하지 않을 경우에는 200만원의 과태료를 물어야 한다.

기후에너지환경부는 18일 이런 내용의 전기안전관리법 시행령 개정안이 국무회의에서 의결됐다고 밝혔다.

◆ 신고 대상 및 과태료 규정

지난 5월 전기안전관리법이 개정되면서 전기차 충전시설 사업자의 책임보험 가입과 지자체 신고가 의무화됐다. 이번 시행령 개정은 그에 대한 후속 조치로, 구체적인 신고 대상과 책임보험의 보상 한도액, 가입 시기 등이 규정됐다.

신고 대상은 주차대수가 50대 이상인 건축물 중 종교시설·수련시설·공장·창고 등 13종 시설에 전기차 충전시설을 설치하려는 사업자다. 이 경우 전기차 충전기 설치 전에 시·도지사에 관련 사실을 신고해야 하며, 이를 위반하면 50만원의 과태료가 부과된다.

◆ 책임보험 가입 의무화

충전시설을 사용하기 전에는 책임보험에 가입해야 하고, 보험 유효기간이 만료되기 전이나 관리자가 변경되는 경우에도 재가입해야 한다. 책임보험에 가입하지 않으면 과태료 200만원이 부과된다.

책임보험의 보상 한도는 대인 1억5000만원, 대물 10억원으로, 현행 자동차 손해배상 책임보험과 동일한 수준으로 정해졌다.

◆ 다중이용시설 전기안전 관리 강화

다중이용시설의 전기안전 관리도 강화된다. 정전 복구 등 전기안전 응급조치 지원 대상에 기초생활수급자, 장애인 외에 임산부와 다자녀가구가 추가됐다. 또 다중이용시설 전기 안전 점검 대상에 방탈출 카페·키즈카페·만화카페업도 새로 포함됐다.

개정된 시행령은 이달 28일부터 시행된다.

Amended Enforcement Decree of Electrical Safety Management Act Passed at Cabinet Meeting... Takes Effect on the 28th of This Month

Starting soon, a fine of KRW 500,000 will be imposed for installing electric vehicle chargers in parking lots without notifying city or provincial governors beforehand. Charging facility operators who fail to purchase liability insurance will have to pay a fine of KRW 2 million.

The Ministry of Climate, Energy and Environment announced on the 18th that an amendment to the Enforcement Decree of the Electrical Safety Management Act containing these provisions was passed at a Cabinet meeting.

◆ Notification Targets and Fine Regulations

In May, the Electrical Safety Management Act was amended, making it mandatory for electric vehicle charging facility operators to purchase liability insurance and report to local governments. This enforcement decree amendment is a follow-up measure that specifies the notification targets, compensation limits for liability insurance, and timing of coverage.

Notification targets are operators who intend to install electric vehicle charging facilities in 13 types of facilities, including religious facilities, training facilities, factories, and warehouses, among buildings with 50 or more parking spaces. In such cases, operators must notify the city or provincial governor of the relevant facts before installing EV chargers, and violators will be subject to a fine of KRW 500,000.

◆ Mandatory Liability Insurance Coverage

Liability insurance must be purchased before using charging facilities, and must be renewed before the insurance validity period expires or when the manager changes. Failure to purchase liability insurance will result in a fine of KRW 2 million.

The compensation limits for liability insurance are set at KRW 150 million for personal injury and KRW 1 billion for property damage, the same level as current automobile liability insurance.

◆ Strengthened Electrical Safety Management for Multi-use Facilities

Electrical safety management for multi-use facilities will also be strengthened. Pregnant women and multi-child households have been added to the recipients of emergency electrical safety assistance such as power outage recovery, in addition to basic livelihood recipients and people with disabilities. Additionally, escape room cafes, kids cafes, and comic cafes have been newly included as targets for electrical safety inspections at multi-use facilities.

The amended enforcement decree takes effect on the 28th of this month.
