◆법안 통과로 제도적 토대 구축
충남도는 국립취약계층연구원 천안 설립을 위한 법적 근거 마련을 완료했다. 김태흠 충남도지사는 11일 천안시 봉서홀에서 진행한 도민과의 대화에서 윤석열 대통령의 핵심 공약인 국립취약계층연구원 설립이 구체화 단계에 접어들었다고 밝혔다. 충남도는 여야 국회의원들과 초당적 협력을 통해 관련 법안 통과를 완료했다. 충남도는 이날 언론인 간담회와 시민과의 대화 일정을 진행했으며, 김석필 천안시장 권한대행, 홍성현 충남도의회 의장, 김행금 천안시의회 의장을 비롯한 시·도의원, 시민 등 800여명이 참석했다.
◆중앙정부와 설립 일정 협의 진행
충남도는 보건복지부와 연구원 설치 일정을 협의하고 있다. 김 지사는 "대통령과의 시도지사 회의에서 공약 이행 방안을 논의했다"고 설명했다. 충남도는 12일 대통령 주재 중앙수권회의에서 연구원 설립 일정을 재확인할 계획이다. 김 지사는 "강원, 경기 등 관련 부서와 긴밀한 협력 네트워크를 구축했다"며 "중앙정부와 지속적인 소통 채널을 운영하고 있다"고 강조했다. 연구원은 대구, 부산, 광주 등 전국 주요 거점과 연계한 통합 지원 체계의 중심축 역할을 수행한다.

◆천안 발전 위한 국가산단·연구원 유치 추진
충남도는 천안 발전을 위해 성환 종축장 부지 미래 모빌리티 국가산업단지 조성, 국립치의학연구원 천안 유치, 충남경제자유구역 지정, 수도권광역급행철도(GTX-C) 천안·아산 연장 등을 추진한다. 충남도는 2023년 KTX 천안아산역 융복합 연구개발(R&D)지구 내 1만94㎡ 부지를 확보하고 보건의료기술진흥원 일부개정안 국회 통과로 치의학연구원 설립 근거를 마련했다. 김 지사는 "천안이 인구 100만 대도시로 발전할 수 있도록 미래 모빌리티 국가산단을 K-반도체 벨트의 중심으로 만들어 나갈 것"이라고 밝혔다. 김 지사는 지난 6월16일 부여군부터 이날 천안시까지 5개월 동안 충남도내 15개 시·군을 방문해 민선8기 도정 운영과 미래 발전 방향을 공유했다.

◆Institutional Foundation Built Through Legislative Passage
Chungnam Province completed the legal foundation for establishing the National Vulnerable Groups Research Institute in Cheonan. Governor Kim Tae-heum announced on the 11th at a dialogue with residents at Bongseo Hall in Cheonan that the establishment of the National Vulnerable Groups Research Institute, a key pledge of President Yoon Seok-yeol, has entered the concrete phase. Chungnam Province completed the passage of related legislation through bipartisan cooperation with National Assembly members from both ruling and opposition parties. Chungnam Province held a meeting with journalists and a dialogue with citizens on this day, attended by approximately 800 people including Acting Cheonan Mayor Kim Seok-pil, Chungnam Provincial Council Chairman Hong Seong-hyeon, Cheonan City Council Chairman Kim Haeng-geum, and city and provincial council members.
◆Establishment Schedule Negotiations with Central Government
Chungnam Province is coordinating the research institute's installation schedule with the Ministry of Health and Welfare. Governor Kim explained, "We discussed implementation plans for the pledge at the meeting between the President and city and provincial governors." Chungnam Province plans to reconfirm the research institute's establishment schedule at the central decentralization conference chaired by the President on the 12th. Governor Kim emphasized, "We have established a close cooperation network with related departments in Gangwon and Gyeonggi," adding, "We are operating continuous communication channels with the central government." The institute will serve as the central axis of an integrated support system linked with major national hubs including Daegu, Busan, and Gwangju.
◆National Industrial Complex and Research Institute Attraction for Cheonan Development
Chungnam Province is pursuing the creation of the Future Mobility National Industrial Complex at the Seonghwan livestock research station site, attraction of the National Dental Research Institute to Cheonan, designation of the Chungnam Free Economic Zone, and extension of the Greater Seoul Express Railway (GTX-C) to Cheonan and Asan for Cheonan's development. Chungnam Province secured a 10,094㎡ site within the KTX Cheonan-Asan Station convergence R&D district in 2023 and established the legal foundation for the Dental Research Institute through the passage of a partial amendment to the Korea Health Industry Development Institute Act. Governor Kim stated, "We will make the Future Mobility National Industrial Complex the center of the K-semiconductor belt so that Cheonan can develop into a metropolitan city with a population of 1 million." Governor Kim visited 15 cities and counties in Chungnam Province over five months from Buyeo County on June 16 to Cheonan on this day, sharing the 8th popularly elected provincial administration's operations and future development directions.
