서산시는 10일 시청 중회의실에서 '서산시 사회적 고립·은둔 및 가족돌봄 청(소)년 실태조사 연구용역' 최종 보고회를 개최했다고 밝혔다. 이날 최종 보고회에는 이완섭 서산시장을 비롯해 이번 용역을 수행한 미래정책개발원 관계자 등 10여 명이 참석했다. 이번 용역은 사회적 고립·은둔 및 가족돌봄 청소년의 현황을 종합적으로 파악하고 이들의 일상 회복과 자립을 지원하기 위한 정책 방향을 마련하기 위해 올해 5월부터 추진됐다.
◆ 청소년 170명 중 79명 고립·은둔 상태
설문조사 및 심층면접에 참여한 관내 청소년 170명 중 43명은 은둔 상태, 36명은 고립 상태로 나타났다. 응답자 중 20명은 가족돌봄에 참여하고 있으며 경제적 부담 등 어려움을 겪고 있는 것으로 파악됐다. 최종 보고회는 ▲서산시 청소년 지원 정책 현황 및 환경 분석 ▲설문조사 및 심층면접 결과 분석 ▲서산시 맞춤형 지원 정책 방향 및 사업 제안 등을 주제로 진행됐다.
◆ 통합 지원 체계 마련 추진
참석자들은 분석 결과를 바탕으로 은둔 및 고립 예방, 은둔 및 고립 청소년 조기 발굴, 맞춤형 지원, 회복 및 자립으로 연계되는 통합 지원 체계 마련에 뜻을 모았다. 참석자들은 청소년의 사회적 고립 예방과 대상자 발굴 및 맞춤형 지원을 위한 시의 역할과 정책 추진 방향에 대해 다양한 의견을 공유했다. 서산시는 이번 보고회에서 제시된 의견과 연구 결과를 종합해 최종 보고서를 확정하고 이를 기반으로 고립·은둔 및 가족돌봄 청소년을 위한 지원 방안을 마련해 나갈 계획이다. 이완섭 서산시장은 "이번 용역을 통해 서산시 사회적 고립·은둔 및 가족돌봄 청소년들의 실태를 면밀히 파악할 수 있었다"며 "이들이 다시 일상으로 복귀하고 자립할 수 있도록 실질적인 지원 방안을 마련해 나가겠다"고 말했다.

Seosan City is preparing support measures for isolated, reclusive, and family caregiving youth.
Seosan City announced that it held the final report session for the 'Seosan City Social Isolation, Reclusiveness, and Family Caregiving Youth Survey Research Service' on the 10th in the medium conference room at city hall. About 10 people attended the final report session, including Seosan Mayor Lee Wan-seop and officials from the Future Policy Development Institute that conducted this service. This service has been promoted since May of this year to comprehensively understand the current status of socially isolated, reclusive, and family caregiving youth and to establish policy directions to support their daily recovery and independence.
◆ 79 Out of 170 Youth in Isolated or Reclusive State
Of the 170 youth who participated in the survey and in-depth interviews, 43 were found to be in a reclusive state and 36 in an isolated state. Among respondents, 20 are participating in family caregiving and were found to be experiencing difficulties such as economic burden. The final report session covered topics including ▲Analysis of current status and environment of Seosan City youth support policies ▲Analysis of survey and in-depth interview results ▲Direction of Seosan City customized support policies and project proposals.
◆ Promoting Integrated Support System
Based on the analysis results, participants agreed to establish an integrated support system that connects isolation and reclusiveness prevention, early discovery of isolated and reclusive youth, customized support, and recovery and independence. Participants shared various opinions on the city's role and policy direction for preventing social isolation among youth, discovering target individuals, and providing customized support. Seosan City plans to finalize the final report by synthesizing the opinions and research results presented at this report session, and based on this, prepare support measures for isolated, reclusive, and family caregiving youth. Seosan Mayor Lee Wan-seop stated, "Through this service, we were able to closely understand the actual conditions of socially isolated, reclusive, and family caregiving youth in Seosan City," adding, "We will prepare practical support measures so they can return to daily life and achieve independence."
