충청남도의회 보건복지환경위원회는 10일 인구전략국에 대한 행정사무감사를 실시했다. 위원들은 출산·돌봄 정책의 패러다임 전환과 실질적 지원 강화를 한목소리로 요구했다.

◆출산 지원 패러다임 전환과 어린이집 인력 배치 개선

신순옥 부위원장(비례·국민의힘)은 "365×24 어린이집의 주말 이용 수요가 매우 높지만 인력 배치가 수요를 충분히 반영하지 못하고 있다"며 "이용자가 많은 시간대에 탄력적으로 인력을 배치해 수요 중심 운영 체계가 현장에서 실질적으로 작동하도록 조정해야 한다"고 주문했다. 신 부위원장은 "출산 지원 정책의 패러다임 전환이 필요한 시점"이라며 "결혼 여부와 관계없이 출산 선택 자체를 존중하고 지원할 수 있는 정책 방향을 함께 고민해야 한다"고 강조했다.

박정수 위원(천안9·국민의힘)은 "결혼하지 않고 동거하는 성인 커플에게 부부와 유사한 법적 권리와 의무를 부여하는 프랑스 팍스(PACS) 제도처럼 다양한 가족 구성을 인정하고 법적 보호를 제공하는 프로그램이 충남도에도 적용돼야 저출생 문제를 해결할 수 있을 것"이라며 "비혼 동거 자녀 양육 등에서 소외되지 않고 똑같은 지원을 받을 수 있는 제도가 마련돼야 한다"고 제안했다.

◆보호종료아동 자립금 상향과 생식세포 동결보전 예산 증액

정광섭 위원(태안2·국민의힘)은 보호종료아동에 대한 충남도 자립정착금 지원과 관련 "충남은 다른 시도(서울·경기 1500만~2000만원)에 비해 1000만원만 지원하고 있어 자립정착금을 상향할 필요가 있다"며 "보호종료아동이 자립정착금을 사기당하는 일 등이 발생하지 않도록 도에서 관리를 꼼꼼히 해달라"고 제안했다.

김석곤 위원(금산1·국민의힘)은 "영구적 불임이 예상되는 도민에게 생식세포 동결보전을 지원하는 사업의 예산이 충분하지 않아 남성과 여성이 동시에 신청할 경우에도 최대 지원금액을 온전히 받지 못하는 상황이 발생하고 있다"며 "실질적 지원이 이루어질 수 있도록 예산 증액이 필요하다"고 강조했다.

◆유관순 횃불상 충남 운영과 1366 인력 충원

김민수 위원장(비례·더불어민주당)은 유관순 횃불상과 관련 "유관순 열사가 태어난 충남의 상징적 의미를 지닌 만큼 서울이 아닌 충남에서 도민이 함께 축하하고 참여하는 형태로 운영돼야 한다"며 "특히 학생 부문은 전국 단위가 아닌 충남 학생으로 한정해 지역 정체성과 상징성을 강화할 필요가 있다"고 당부했다.

정병인 위원(천안8·더불어민주당)은 "1366 운영과 관련 정원 28명 중 10명이 결원으로 실제 18명만 운영하고 있다"며 "특히 1366의 핵심 기능을 담당하는 상담원 인력이 부족한 상황은 매우 심각한 문제로 정상적인 상담과 보호 기능이 유지될 수 있도록 인력 충원을 신속히 추진하고 위탁기관 내부 직원 간 갈등이나 운영상의 문제가 없는지도 도에서 더욱 철저하게 관리·감독해달라"고 주문했다.

이철수 위원(당진1·국민의힘)은 "최근 다양한 이름의 돌봄센터가 신설되고 있으나 기관별 예산 격차가 아동들에게 불이익으로 전가될 우려가 있다"며 "사업 간 형평성을 확보해 예산이 공정하게 집행될 수 있도록 세심한 관리가 필요하다"고 당부했다.

◆Increased Settlement Allowance for Children Leaving Care and Reproductive Cell Preservation Budget

Committee member Jeong Gwang-seop (Taean 2, People Power Party) said regarding Chungnam Province's self-reliance settlement allowance for children leaving care, "Chungnam only provides 10 million won compared to other cities and provinces (Seoul and Gyeonggi 15-20 million won), so the settlement allowance needs to be increased," and suggested "The province should carefully manage to prevent children leaving care from being scammed out of their settlement allowances."

Committee member Kim Seok-gon (Geumsan 1, People Power Party) emphasized "The budget for supporting reproductive cell cryopreservation for residents expected to have permanent infertility is insufficient, causing situations where even when men and women apply simultaneously, they cannot receive the full maximum support amount," adding "Budget increases are necessary to provide practical support."
