과거 기름유출 사고 교훈 삼아 실전 대응력 강화

충남 태안군이 4일 소원면 천리포 해수욕장에서 '2025년 민·관 합동 해안방제 교육·훈련'을 진행했다. 태안해양경찰서, 보령해양경찰서, 대산해양수산청, 서산시, 국립공원공단, 해양환경공단, 태안소방서, 해양구조협회 등 19개 기관·단체·업체 관계자 100여 명이 참여했다.

◆180m 오일펜스 등 실제 장비 동원한 실전 훈련

태안군과 태안해양경찰서가 공동 주관한 훈련은 예인선이 기관 고장으로 닭섬 인근 해안가에 좌초해 약 10㎘의 기름이 유출됐다는 가상 상황을 설정했다. 참석자들은 준비 및 교육, 해안 오염조사, 해안 해상 방제, 폐기물 처리, 강평 등 단계별 대응훈련을 진행했다. 180m 오일펜스, 유화수기, 고·저압 세척기, 드론, 각종 중장비 등 실제 장비를 동원했다. 해안오염조사평가(SCAT)와 모래·자갈·암반 등 해안 유형별 방제 기술 교육도 실시했다.

◆관계기관 협력 강화로 안전한 태안 조성

태안군은 훈련을 통해 해안방제 책임기관과 지원기관 간 협력을 강화하고 방제역량을 높였다. 군 관계자는 "과거 실제 사례를 시나리오에 적용해 훈련의 실효성과 효과성을 극대화했다"고 밝혔다. 태안군은 향후 사고 발생 시 현장조치 행동 매뉴얼에 따라 신속한 수습에 나서고 해경 등 관계기관 간 대응 능력 강화를 위해 지속적인 논의를 진행한다.

Taean-gun, Chungcheongnam-do conducted the '2025 Public-Private Joint Coastal Response Education and Training' at Cheonripo Beach in Sowon-myeon on the 4th. Approximately 100 officials from 19 organizations, groups, and companies participated, including Taean Maritime Police Station, Boryeong Maritime Police Station, Dasan Maritime Affairs and Fisheries Administration, Seosan City, Korea National Park Service, Korea Marine Environment Management Corporation, Taean Fire Station, and Marine Rescue Association.

◆Practical Training with Actual Equipment Including 180m Oil Fence

The training, co-hosted by Taean-gun and Taean Maritime Police Station, set up a hypothetical situation where a tugboat ran aground near Dak Island due to engine failure and spilled approximately 10 kiloliters of oil. Participants conducted step-by-step response training including preparation and education, coastal pollution investigation, coastal and maritime response, waste treatment, and evaluation. Actual equipment was mobilized including 180m oil fence, oil skimmer, high and low-pressure washers, drones, and various heavy equipment. Shoreline Cleanup Assessment Technique (SCAT) and response technology education for different coastal types such as sand, gravel, and rock were also conducted.

◆Creating Safe Taean through Enhanced Inter-Agency Cooperation

Taean-gun strengthened cooperation between coastal response responsible agencies and support agencies through the training and enhanced response capacity. A county official stated, "We made multifaceted efforts to maximize the effectiveness and efficiency of the training by applying past actual cases to the scenario." Taean-gun will promptly respond according to on-site action manuals in case of future accidents and continue discussions to strengthen response capabilities among related agencies including the Coast Guard.
