정부가 전국을 마비시켰던 행정정보시스템 장애 사태의 비상대응 단계를 한 단계 낮추며 본격적인 정상화 국면에 진입했다. 전체 시스템의 95% 이상이 복구되면서 최고 단계 비상체계가 해제됐다.

윤호중 중앙재난안전대책본부장(행정안전부 장관)은 6일 정부세종청사에서 중대본 회의를 주재하고 "국민의 생명과 안전에 관련된 1·2등급 시스템이 모두 정상화됐다"고 밝혔다.

윤 본부장은 "복구 완료가 가시권에 들어옴에 따라 오늘부로 행정정보시스템 재난 위기경보를 '심각'에서 '경계'로 낮춘다"고 말했다. 이에 따라 중대본 대응체계는 해제되고, 위기상황대응본부 체계로 전환된다.

◆복구율 95.3% 달성...대전센터 11월 20일까지 정상화

중대본에 따르면 이날 오전 6시 기준 행정정보시스템 709개 중 676개가 정상화돼 복구율 95.3%를 기록했다.

장애 원인으로 지목된 대전센터 시스템은 오는 11월 20일까지 복구를 완료한다. 대구센터로 이전이 필요한 시스템은 12월 내 복구를 목표로 신속하게 추진 중이다.

윤 본부장은 "남은 복구 대상 시스템도 차질 없이 마무리해 국민이 불편 없이 행정서비스를 이용할 수 있도록 하겠다"고 강조했다.

◆이중화·백업 강화 등 재발 방지 시스템 구축

정부는 이번 사태를 계기로 행정망과 공공데이터센터의 이중화, 백업체계 강화, 재난 대응 모의훈련 정례화 등 재발 방지 대책을 본격 추진한다.

행정안전부 관계자는 "대규모 시스템 장애에 대비한 복구 시뮬레이션 체계를 새로 마련하고, 관계부처와 협업해 클라우드 기반의 안정적 행정정보 인프라로 전환하겠다"고 밝혔다.

정부는 이번 대규모 장애 사태를 통해 드러난 시스템 취약점을 보완하고, 향후 유사 사태 발생 시 신속한 대응이 가능하도록 재난 대응 매뉴얼도 전면 재정비할 방침이다.

A Ministry of the Interior and Safety official stated, "We will newly establish a recovery simulation system prepared for large-scale system failures and cooperate with related ministries to transition to stable cloud-based administrative information infrastructure."

The government plans to supplement system vulnerabilities revealed through this large-scale failure incident and completely reorganize disaster response manuals to enable rapid response in case of similar incidents in the future.
