외교부는 최근 치안이 악화되고 있는 말리에 한국 시간 4일 0시를 기해 여행 금지를 발령한다고 4일 밝혔다.
◆ 테러단체 활동 확대로 치안 악화
말리는 알카에다 연계 테러단체인 '이슬람과 무슬림 지지 그룹'의 활동 범위가 확대되면서 유조트럭 공격과 이에 따른 유류 부족 문제 심화 등으로 치안이 악화되고 있다. 외교부는 교민 대다수가 거주 중인 말리 수도 바마코는 사실상 봉쇄되며 식량과 연료 등 물자가 심각하게 부족한 상황이라고 설명했다. 외교부는 그동안 3단계(출국권고) 여행경보가 발령돼 있던 말리에 거주하는 우리 국민들에게 출국을 강력히 권고해왔다.
◆ 주요국도 여행금지 지정
미국, 일본, 영국 등 주요국도 말리 전역을 여행금지 지역으로 지정하고 자국민들에게 즉시 출국하도록 권고하고 있다. 이번 여행금지국 지정에 따라 말리에 예외적 여권 사용 허가를 받지 않고 방문하거나 체류하는 경우 여권법 관련 규정에 따라 처벌을 받을 수 있다.
◆ 여권법 위반 시 처벌 가능
외교부는 우리 국민들에게 말리 방문을 전면 금지하고, 현지 체류 중인 국민들에게는 즉시 출국할 것을 당부했다. 여행금지국 지정 이후 예외적 허가 없이 말리를 방문하거나 체류할 경우 여권법에 따른 법적 처벌을 받게 된다.

◆ Punishment Possible for Passport Law Violations
The Ministry of Foreign Affairs has completely banned Korean nationals from visiting Mali and urged nationals currently staying there to leave immediately. After the travel ban designation, those who visit or stay in Mali without exceptional permission will be subject to legal punishment under the Passport Act.
