◆ 음성군, 롯데건설과 민자고속도로 협력 간담회

음성군이 용인~충주(음성) 구간 55㎞ 왕복 4차로 민자고속도로 건설사업의 조기 착공을 위해 사업제안사 롯데건설과 협력을 강화한다.

음성군과 롯데건설은 10월 30일 간담회를 열고 지역균형발전과 교통 인프라 확충을 위한 상호 협력을 다짐했다고 31일 밝혔다.

◆ IC와 휴게소 설치 건의

이날 간담회에는 조병옥 음성군수와 롯데건설 관계자가 참석했다. 군은 군민의 접근성 향상과 지역경제 활성화를 위해 음성군 구간 내 IC(나들목)와 휴게소 설치를 롯데건설 측에 건의했다.

롯데건설은 IC와 휴게소 설치에 대해 긍정적으로 검토하고 협력하겠다고 답했다.

음성군은 고속도로 IC와 휴게소 위치가 지역 발전에 미치는 영향을 고려해 국토교통부에 관내 지역 IC와 휴게소 설치를 요구해왔다.

◆ 9월 KDI 적격성조사 통과

음성군은 2024년부터 롯데건설과 함께 △중부내륙·영동·평택~제천 고속도로 상습정체 해소 △중부내륙지역 활성화 △산업단지 및 물류차량 분산 △지역 균형발전을 추진해왔다.

한국개발연구원(KDI)이 9월 실시한 민자고속도로 건설사업 적격성조사가 통과되면서 사업 추진에 탄력이 붙었다.

군은 국토교통부 전략환경영향평가 등 후속 행정절차가 신속하게 진행될 수 있도록 행정지원에 총력을 기울인다는 방침이다.

◆ "지역 발전 핵심 인프라"

조병옥 군수는 "용인~충주(음성) 민자고속도로는 충북과 수도권을 하나의 생활·경제권으로 잇는 핵심 인프라로, 지역 발전의 새로운 전환점이 될 것"이라며 "조기착공을 위해 각종 행정 지원을 아끼지 않겠다"고 말했다.

롯데건설 관계자는 "사업 추진에 필요한 절차를 신속히 이행해 조기 착공이 가능하도록 최선을 다하겠다"며 "음성군과 상생 협력을 통해 모범적인 민자사업 모델이 될 수 있도록 적극 노력하겠다"고 밝혔다.

용인~충주(음성) 민자고속도로가 개통되면 물류비 절감, 교통혼잡 완화, 산업단지 접근성 개선 등 경제적 효과와 함께 지역 균형발전에 기여할 것으로 예상된다.

◆ Proposes IC and rest area installation

County Governor Cho Byeong-ok and Lotte E&C officials attended the meeting. The county proposed to Lotte E&C the installation of interchanges (ICs) and rest areas within the Eumseong County section to improve residents' accessibility and revitalize the local economy.

Lotte E&C responded that it would positively review and cooperate on the installation of ICs and rest areas.

Eumseong County has requested the Ministry of Land, Infrastructure and Transport to install ICs and rest areas in the local area, considering the impact of expressway IC and rest area locations on regional development.

◆ Passes KDI feasibility study in September

Since 2024, Eumseong County has been working with Lotte E&C to △resolve chronic congestion on Jungbu Naeryuk, Yeongdong, and Pyeongtaek-Jecheon expressways △revitalize the central inland region △disperse industrial complex and logistics vehicles △promote balanced regional development.

The project gained momentum after the private expressway construction project passed the feasibility study conducted by the Korea Development Institute (KDI) in September.

The county plans to focus all administrative support to expedite follow-up administrative procedures such as the Ministry of Land, Infrastructure and Transport's strategic environmental impact assessment.

◆ "Core infrastructure for regional development"

County Governor Cho Byeong-ok said, "The Yongin-Chungju (Eumseong) private expressway is core infrastructure that connects Chungbuk and the metropolitan area into one living and economic zone, and will be a new turning point for regional development," adding, "We will spare no administrative support for early construction."

A Lotte E&C official also said, "We will do our best to enable early construction by promptly implementing the procedures necessary for project promotion," adding, "We will actively work to become an exemplary private investment project model through win-win cooperation with Eumseong County."

When the Yongin-Chungju (Eumseong) private expressway opens, it is expected to contribute significantly to balanced regional development along with large-scale economic ripple effects such as reduced logistics costs, alleviated traffic congestion, and improved access to industrial complexes.
