충남도가 중소기업 근로자 복지 격차 해소를 위해 대규모 기금을 조성한다.
◆ 1인당 175만원 출연, 80만원 복지비
충남도는 30일 도청 대회의실에서 천안·금산·홍성·예산·서산·태안·보령 등 7개 시군과 충남공동근로복지기금 제9∼12호 추진 업무협약을 체결했다. 도와 고용노동부 지방관서, 7개 시군, 참여 중소기업 노사 대표 등 100여명이 참석했다. 충남공동근로복지기금 9∼12호에는 7개 시군의 140개 중소기업이 참여한다. 수혜 노동자는 2000명이다. 기업 40만원, 도비 20만원, 시군비 40만원, 정부 지원금 75만원 등 1인당 총 175만원씩 출연해 35억원 규모의 기금을 조성한다. 16억원 규모의 복지비를 2000명에게 1인당 80만원씩 지급할 예정이다.
◆ 복지 격차 심각, 연대 모델로 해결
경기 둔화와 기업 간 복지 격차 심화로 인한 노동시장 양극화가 확대되고 있다. 고용노동부의 2024 고용형태별 근로실태조사에 따르면 300인 이상 사업체 정규직 근로자의 시간당 임금 총액이 100일 때 300인 미만 사업체는 56.2%에 불과했다. 법정 외 복지비용은 34.7% 수준으로 나타났다. 이번 협약은 중소기업 근로자 복지 지원을 강화하고 복지 사각지대를 해소하기 위해 마련됐다. 협약 기관은 지역공동근로복지기금 법인 설립 및 운영, 기금 출연 등 행·재정적 지원, 공동근로복지기금 운영에 대한 자문 및 협력, 중소기업 노동자 복지 확대를 위한 기금 활성화 등을 약속했다.
◆ 2020년부터 지속 확대, 내년 전 시군 완료
충남도는 2020년 노사민정 공동선언을 계기로 지역형 공동근로복지기금 조성을 지속 추진해 왔다. 2021년 1호를 시작으로 올해까지 8호를 설립했다. 올해는 총 64억원의 기금을 통해 242개 기업, 4013명의 근로자에게 38억원 규모의 복지비를 지원했다. 앞으로 4개의 법인 9∼12호를 추가 설립함으로써 도 전역에 복지 기반을 확산할 방침이다. 지역단위 공동근로복지기금은 2019년 정부의 공동근로복지기금 활성화 대책 이후 지방자치단체의 참여를 통해 확산 중인 제도다. 중소기업이 법인을 설립하고 지방정부나 대기업이 출연하면 정부가 연계 지원하는 구조다. 정부 연계 지원금은 근로복지공단에서 복권위원회의 복권기금을 재원으로 충당해 마련된다. 충남도는 앞으로 내년까지 전 시군으로 기금 설립을 확대해 노동 복지 선도 지역으로 자리매김할 계획이다.
전형식 정무부지사는 "공동근로복지기금은 기업의 복지를 넘어 지역이 함께 만드는 연대의 복지 모형"이라며 "앞으로 충남 전역에 확산시켜 도내 중소기업 근로자 누구나 안정적인 복지 혜택을 누릴 수 있도록 할 것"이라고 말했다.

◆ Serious Welfare Gap, Solved with Solidarity Model
Labor market polarization is expanding due to economic slowdown and deepening welfare gaps between companies. According to the Ministry of Employment and Labor's 2024 Survey on Working Conditions by Employment Type, when the total hourly wage for regular workers at businesses with 300 or more employees is 100, it is only 56.2% for businesses with fewer than 300 employees. Non-statutory welfare costs were found to be 34.7%. This agreement was prepared to strengthen welfare support for SME workers and eliminate welfare blind spots. The agreement institutions promised to establish and operate regional joint labor welfare fund corporations, provide administrative and financial support such as fund contributions, provide advice and cooperation on the operation of joint labor welfare funds, and revitalize the fund to expand welfare for SME workers.
◆ Continuous Expansion Since 2020, Completion in All Cities and Counties Next Year

Starting with No. 1 in 2021, No. 8 was established by this year. This year, through a total fund of 6.4 billion won, welfare benefits worth 3.8 billion won were provided to 4,013 workers at 242 companies. The plan is to expand the welfare base throughout the province by additionally establishing four corporations, Nos. 9-12. Regional joint labor welfare funds are a system that is spreading through the participation of local governments following the government's 2019 Joint Labor Welfare Fund Revitalization Measures. The structure is that when SMEs establish corporations and local governments or large enterprises contribute, the government provides matching support. Government matching support funds are prepared by the Korea Workers' Compensation and Welfare Service using lottery funds from the Lottery Committee as financial resources. Chungnam Province plans to expand fund establishment to all cities and counties by next year and establish itself as a leading region in labor welfare.
Vice Governor for Political Affairs Jeon Hyeong-sik stated, "The joint labor welfare fund is a solidarity welfare model created by the region together, beyond corporate welfare," and added, "We will spread it throughout Chungnam so that all SME workers in the province can enjoy stable welfare benefits."
