‘기초단위 행정통합 방안 모색 연구모임’ 발족식 및 연구용역 착수보고회 개최 /충남도의회

충남도의회가 홍성군과 예산군의 행정통합을 검토한다.

충남도의회 '기초단위 행정통합 방안 모색 연구모임'(대표 이상근 의원)은 30일 도의회 회의실에서 발족식과 연구용역 착수보고회를 열었다.

◆ 연구모임 발족...매월 정례회의 진행

이날 회의에는 이상근 의원(홍성1·국민의힘)과 김응규 의원(아산2·국민의힘) 등 연구모임 회원, 관계 공무원, 연구진이 참석했다.

입법정책연구원 이재일 박사는 '홍성‧예산 행정통합 타당성 검토 및 실행 방안'을 주제로 착수보고를 진행했다.

연구모임은 이번 착수보고회를 시작으로 매월 정례회의를 연다. 현장 중심의 논의를 이어간다는 계획이다.

◆ 내포신도시 공동 생활권...인구 감소 대응 필요

이재일 박사는 "홍성군과 예산군은 내포신도시라는 공동 생활권을 공유한다"고 설명했다.

이어 "인구 감소와 고령화로 지방소멸 위기에 직면했다"며 "국내외 통합사례를 분석해 양 지역 특성을 반영한 맞춤형 행정통합 모델을 제시하겠다"고 밝혔다.

홍성군과 예산군은 2012년 충남도청이 내포신도시로 이전한 뒤 생활권을 공유한다. 하지만 행정구역은 분리돼 있다.

◆ 국내외 사례 분석...통합 모델 개발

연구용역은 국내 행정통합 사례를 분석한다. 창원시(마산·창원·진해 통합), 청주시(청주·청원 통합) 등이 대상이다.

해외 사례도 검토해 충남 실정에 맞는 통합 모델을 개발한다. 행정구역명, 청사 위치, 재정 배분, 공무원 인사 통합 방안을 구체적으로 검토할 예정이다.

◆ 주민 의견 수렴...공감대 형성 나선다

연구모임은 주민 공청회와 간담회를 연다. 양 지역 주민 의견을 수렴하고 통합 공감대를 형성한다는 방침이다.

이상근 의원은 "행정 효율성 강화와 통합 필요성이 커지는 시대적 흐름 속에서 충남이 선도적 모델을 만들도록 정책 대안을 모색하겠다"고 말했다.

이어 "이번 연구모임이 행정혁신과 지역 발전을 동시에 이끄는 출발점이 되길 바란다"고 덧붙였다.

연구모임은 올해 안에 최종 연구용역 결과를 도출한다. 주민 의견 수렴을 거쳐 구체적인 통합 추진 방안을 마련할 계획이다.

The South Chungcheong Provincial Council reviews administrative integration of Hongseong-gun and Yesan-gun.

The South Chungcheong Provincial Council's 'Research Group on Basic-Level Administrative Integration Plans' (Representative Assemblyman Lee Sang-geun) held an inauguration ceremony and research service initiation briefing at the provincial council conference room on the 30th.

◆ Research Group Launch...Monthly Regular Meetings

Research group members including Assemblyman Lee Sang-geun (Hongseong 1, People Power Party) and Assemblyman Kim Eung-gyu (Asan 2, People Power Party), related officials, and researchers attended the meeting.

Dr. Lee Jae-il from the Legislative Policy Research Institute conducted the initiation briefing on 'Feasibility Review and Implementation Plan for Hongseong-Yesan Administrative Integration'.

The research group plans to hold monthly regular meetings starting with this initiation briefing. The group plans to continue field-centered discussions.

◆ Naepo New City Common Living Area...Need to Respond to Population Decline

Dr. Lee Jae-il explained "Hongseong-gun and Yesan-gun share a common living area called Naepo New City."

He continued "They face regional depopulation crisis due to population decline and aging," and stated "We will present a customized administrative integration model that reflects the characteristics of both regions by analyzing domestic and international integration cases."

Hongseong-gun and Yesan-gun share a living area since the South Chungcheong Provincial Government relocated to Naepo New City in 2012. However, administrative districts remain separated.

◆ Analysis of Domestic and International Cases...Development of Integration Model

The research service analyzes domestic administrative integration cases. Targets include Changwon City (Masan-Changwon-Jinhae integration) and Cheongju City (Cheongju-Cheongwon integration).

The group also reviews overseas cases to develop an integration model suitable for South Chungcheong's circumstances. Plans include specific reviews of administrative district names, office locations, fiscal allocation, and civil servant personnel integration plans.

◆ Collecting Residents' Opinions...Building Consensus

The research group holds public hearings and meetings with residents. The policy aims to collect opinions from residents of both regions and build consensus on integration.

Assemblyman Lee Sang-geun stated "In an era where administrative efficiency enhancement and integration necessity are growing, we will seek policy alternatives so that South Chungcheong can create a leading model."

He added "I hope this research group becomes a starting point that leads both administrative innovation and regional development simultaneously."

The research group produces final research service results within this year. The group plans to prepare specific integration implementation plans after collecting residents' opinions.
