◆지방대학 육성·대학재정 투명성 강화
최교진 교육부 장관은 30일 국회 교육위원회 종합감사에서 "지난 9월 발표한 국가균형성장을 위한 지방대학 육성방향을 토대로 각계 의견 수렴을 거쳐 구체적 방안을 연내 발표할 계획"이라고 밝혔다. 최 장관은 "이공계 교수 확보를 위한 지원책도 마련하고 우수한 역량을 갖춘 전문대학을 포함해 지역 대학들이 특성과 강점을 토대로 성장할 수 있도록 지원할 계획"이라고 말했다. 교육부는 2026년부터 대학재정알리미에 적립금별 적립 규모 및 사용내용을 공시하도록 해 사학의 책임성과 투명성을 강화할 예정이다.
◆학생 자살 심리부검 도입·영유아 사교육 대책
교육부는 학생 자살 실태를 정확히 파악하기 위해 보건복지부와 협업해 심리부검을 학생에 대해서도 도입할 예정이다. 최 장관은 "위기 학생들에게 필요한 정서적 지지를 신속히 제공할 수 있도록 학생 상담지원인력과 긴급지원팀을 확대하고 국가와 지방자치단체가 책임을 가지고 학생 마음건강을 돌볼 수 있도록 법적 근거도 마련하겠다"고 말했다. 4세 고시, 7세 고시 등 영유아 사교육 문제에 대해서는 "전담 대책팀을 신설해 영유아 사교육 과열 현상에 적극 대응하고 있다"며 "다양한 관계자 의견 수렴 및 법령 개정 등을 통해 실효성 있는 종합방안을 마련할 계획"이라고 밝혔다.
◆교권 보호 강화·미인가 교육시설 관리
교권 보호와 관련해 최 장관은 "교육감이 무혐의 의견을 제시하는 경우 검사에게 송치하지 않도록 하는 아동학대처벌법 개정을 위해 관계부처와 적극 협력하겠다"고 말했다. 최 장관은 "교권보호위원회에 교사 위원이 적정 수준 포함될 수 있도록 지속적으로 유도하고, 교원 동의 없는 녹화·녹음 등 교권침해 행위를 예방하기 위해 교육활동 보호 매뉴얼 보완도 추진한다"고 밝혔다. 미인가·미등록 교육시설 문제에 대해서는 "시도교육청과 함께 관리 체계를 정비하고 폐쇄명령·고발 등 적법조치를 위한 판단 기준을 확립할 예정"이라며 "등록된 대안교육기관에 대해서도 정기점검을 실시하고, 부적절한 운영 시에는 예산지원 배제나 등록 취소 등 관리 강화 방안도 마련할 계획"이라고 말했다.

Regarding teacher rights protection, Minister Choi said, "We will actively cooperate with relevant ministries to revise the Child Abuse Punishment Act so that cases are not sent to prosecutors when the superintendent of education presents an opinion of no charges." Minister Choi stated, "We will continuously guide teacher members to be included at an appropriate level in the Teacher Rights Protection Committee, and promote the supplementation of the Educational Activity Protection Manual to prevent teacher rights infringement such as recording and filming without teacher consent." Regarding unauthorized and unregistered educational facilities, he said, "We will reorganize the management system with provincial and metropolitan offices of education and establish criteria for legal measures such as closure orders and accusations," adding, "We will conduct regular inspections of registered alternative education institutions and plan to prepare measures to strengthen management, such as excluding budget support or canceling registration in case of inappropriate operations."
