괴산군, 치매전담요양원 위·수탁 협약 체결…개원 준비 박차. 사진/괴산군
◆협약 체결 및 수탁기관 선정
충북 괴산군(군수 송인헌)은 지난 29일 오후 대광 사회적협동조합과 '괴산군립 치매전담요양원' 운영을 위한 위·수탁 협약을 체결했다고 밝혔다.
군은 시설 수탁기관 공개모집과 수탁자선정심의위원회 심의를 거쳐 대광 사회적협동조합(이사장 나숙연)을 최종 수탁기관으로 선정했다. 협약에 따라 해당 시설은 2025년 11월부터 5년간 위탁 운영될 예정이다.
◆시설 현황 및 규모
괴산군립 치매전담요양원은 괴산읍 괴강로 105번지 일대에 총사업비 76억원을 투입해 올해 6월 준공을 완료했다. 부지면적 1,868㎡, 연면적 584㎡ 규모로 지하 1층부터 지상 3층까지 조성됐으며, 총 입소 정원은 30명, 상시 근무 인력은 20여명이다.
시설 내부 1층에는 요양보호사실, 목욕실, 자원봉사실, 물리치료실, 진료실 등 어르신 맞춤형 돌봄을 위한 공간이 고루 갖춰졌고, 2·3층에는 각각 6개의 치매전담실과 공동거실, 프로그램실이 마련됐다.
◆개원 준비 및 향후 계획
군은 이번 협약에 따라 시설 장비 구입, 종사자 채용, 입소자 모집 홍보 등 개원 준비 작업을 순차적으로 추진해 오는 12월 중 개원식을 열 계획이다.
송인헌 군수는 "법인의 전문성과 운영 경험을 바탕으로 어르신들이 안심하고 생활할 수 있는 돌봄 환경이 조성되길 기대한다"며 "군도 안정적인 시설 운영과 서비스 제공을 위해 적극 지원하겠다"고 밝혔다.
괴산군은 치매 어르신을 포함한 돌봄 취약계층에 대한 공공 통합돌봄 기능을 한층 강화하고, 지역 맞춤형 복지 서비스 기반을 지속적으로 확대해 나갈 방침이다.

◆Agreement Signing and Consignee Selection
Goesan-gun, North Chungcheong Province (County Governor Song In-heon) announced that it signed a consignment agreement with Daegwang Social Cooperative on the afternoon of the 29th for the operation of the "Goesan-gun Dementia-Specialized Nursing Home."
The county selected Daegwang Social Cooperative (Chairman Na Sook-yeon) as the final consignee through open recruitment for facility consignees and deliberation by the Consignee Selection Review Committee. According to the agreement, the facility is scheduled to be operated under consignment for 5 years starting from November 2025.
◆Facility Status and Scale
The Goesan-gun Dementia-Specialized Nursing Home was completed in June this year with a total project cost of 7.6 billion won in the area of 105 Goegang-ro, Goesan-eup. It was constructed from the first basement floor to the third floor above ground with a site area of 1,868㎡ and a total floor area of 584㎡, with a total capacity of 30 residents and approximately 20 full-time staff.
The first floor of the facility is equipped with spaces for customized care for the elderly, including a nursing care worker's office, bathroom, volunteer room, physical therapy room, and medical office, while the second and third floors each have 6 dementia-specialized rooms, a common living room, and a program room.
◆Opening Preparation and Future Plans
Following this agreement, the county plans to sequentially pursue opening preparation work such as purchasing facility equipment, hiring staff, and promoting resident recruitment, and hold an opening ceremony in December.
County Governor Song In-heon stated, "I expect a care environment where the elderly can live with peace of mind to be created based on the corporation's expertise and operational experience," adding, "The county will also actively support stable facility operation and service provision."
Goesan-gun plans to further strengthen public integrated care functions for vulnerable care groups including the elderly with dementia and continuously expand the foundation for region-customized welfare services.
