황규철 옥천군수가 농어촌 기본소득 시범사업에서 충북이 제외된 것에 대해 국회에서 기자회견을 열고 반발했다.

정부는 내년부터 시범 운영하는 농어촌 기본소득 사업 대상지로 전국 69개 인구감소지역 중 7곳을 선정했다고 밝혔다. 선정된 지역 주민들은 2년 동안 매달 15만원의 소득을 지원받는다.

충북에서 공모에 참여한 괴산, 보은, 옥천, 영동, 단양 등 5개 군은 모두 탈락했다. 군이 없는 제주도를 제외한 전국 8개 도 가운데 충북만 선정되지 않았다.

황규철 군수는 22일 국회에서 기자회견을 열고 "이 제도를 도입했을 경우 어떤 효과가 있는지 알아보려면 당연히 충북도 1개 지자체가 선정됐어야 한다"고 밝혔다.

황 군수는 정책 효과 검증을 위해서는 내륙 특성을 가진 충북도 반드시 선정돼야 한다고 강조했다.

김남욱 한국여성농업인충북연합회 부회장은 "국회는 예산 증액을 통해 충북이 반드시 포함될 수 있도록 해야 할 것"이라고 말했다.

지역 여야 국회의원들도 추가 선정을 요구했다. 박덕흠 국회의원은 23일 "예비비 등을 활용해 충청북도에 추가 지역을 선정하고, 지역 안배로 지역별 특징 등을 반영해야 한다"고 밝혔다.

임호선 국회의원은 23일 "시범 지역을 1차 심사에서 선정된 12개 군으로 확대하고, 국비 지원 비율을 현행 40%에서 50%로 상향해야 한다"고 말했다.

정부는 소멸 위험도와 지역 여건 등 평가 항목을 종합한 결과라며 지역 안배는 고려 대상이 아니라는 입장이다.

Okcheon County Governor Hwang Gyu-cheol held a press conference at the National Assembly protesting Chungbuk's exclusion from the rural basic income pilot project.

The government announced it selected seven sites out of 69 population decline areas nationwide for the rural basic income project to be piloted starting next year. Residents of selected areas will receive 150,000 won monthly for two years.

All five counties in Chungbuk that applied - Goesan, Boeun, Okcheon, Yeongdong, and Danyang - were excluded. Chungbuk was the only province not selected among eight nationwide, excluding Jeju Island which has no counties.

Governor Hwang held a press conference at the National Assembly on the 22nd and said, "To find out what effects this system would have, at least one local government in Chungbuk should have been selected."

Governor Hwang emphasized that Chungbuk, with its inland characteristics, must be selected to verify policy effectiveness.

Kim Nam-wook, Vice President of the Korea Women Farmers Association Chungbuk Federation, said, "The National Assembly must ensure Chungbuk is included through budget increases."

Regional lawmakers from both parties also demanded additional selections. National Assembly member Park Deok-heum said on the 23rd, "Additional regions in Chungcheongbuk-do should be selected using reserve funds, and regional characteristics should be reflected through regional distribution."

National Assembly member Lim Ho-seon said on the 23rd, "The pilot regions should be expanded to 12 counties selected in the first screening, and the national subsidy ratio should be raised from the current 40% to 50%."

The government maintains that the results were based on comprehensive evaluation items including extinction risk and regional conditions, and that regional distribution was not a consideration.
