공주시의회(의장 임달희)는 23일 제261회 임시회 제2차 본회의에서 국립공주대학교와 충남대학교 통합 반대 결의안을 채택했다.

송영월 의원이 대표 발의한 이번 결의안은 두 대학의 통합을 전제로 한 글로컬대학 사업이 예비 선정되고 2028년 통합대학 출범 일정이 제시된 상황에서 나왔다. 결의안은 지역사회와 대학 구성원의 충분한 의견 수렴 없이 통합이 추진되고 있다고 지적했다.

시의회는 결의문에서 일방적·졸속적 통합 추진 반대, 교육부 및 양 대학에 공론화 및 의견 수렴 촉구, 국립공주대학교의 독립성과 자율성 보장을 결의했다.

임달희 의장은 "국립공주대학교는 공주의 역사와 전통, 지역의 정체성을 상징하는 핵심 대학으로 시민과 함께 성장해온 지역 자산"이라며 "대학의 독립성과 지역 균형발전을 지켜내기 위해 시의회가 끝까지 함께할 것"이라고 밝혔다.

송영월 의원은 "이번 결의안은 공주시민의 뜻을 바탕으로 마련됐다"며 "공주대의 자율성과 학문적 기반을 보호하고 지역의 미래 비전을 지켜내기 위한 의회의 책임 있는 조치"라고 설명했다.

송 의원은 "충남대와의 일방적 통합 추진은 공주의 교육 생태계를 훼손하고 지역 발전의 근간을 흔드는 일"이라며 "단호히 반대한다"고 강조했다.

Rep. Song Young-wol Proposes Resolution, Expresses Concern Over Unilateral Merger Push

The Gongju City Council (Chairman Lim Dal-hee) adopted a resolution against the merger of Gongju National University and Chungnam National University at the second plenary session of the 261st extraordinary session on the 23rd.

This resolution, proposed by Council member Song Young-wol, came as the Glocal University project premised on the merger of the two universities was preliminarily selected and a schedule for the launch of the merged university in 2028 was presented. The resolution pointed out that the merger is being pushed forward without sufficient collection of opinions from the local community and university members.

In the resolution, the council resolved to oppose unilateral and hasty merger promotion, urge the Ministry of Education and both universities to publicize and collect opinions, and guarantee the independence and autonomy of Gongju National University.

Chairman Lim Dal-hee stated, "Gongju National University is a core university symbolizing Gongju's history, tradition, and regional identity, and is a precious local asset that has grown together with citizens," adding, "The city council will stand together until the end to protect the university's independence and regional balanced development."

Council member Song Young-wol explained, "This resolution was prepared based on the will of Gongju citizens," and "It is a responsible measure by the council to protect the autonomy and academic foundation of Gongju University and preserve the region's future vision."

Song emphasized, "The unilateral merger push with Chungnam National University damages Gongju's educational ecosystem and shakes the foundation of regional development," adding, "We firmly oppose it."
