◆11년 만에 한전 공모 선정, 사업비 확보

충남 서산시가 신청사 주변 전선 지중화 사업을 추진한다. 서산시는 한국전력공사 주관 공모에 11년 만에 선정되어 사업비 일부를 확보했다고 밝혔다.

사업 구간은 문화로에서 안견로까지 약 500m다. 서산시는 해당 구간 전선을 지하에 매설한다. 총사업비는 30억 원이며, 한국전력공사와 서산시가 각각 15억 원을 부담한다.

사업 기간은 2026년 11월부터 2028년 12월까지다. 서산시는 2025년 9월 추가경정예산으로 사업비를 확보하고, 10월 한국전력공사와 업무협약을 체결한다. 11월에는 실시설계 용역에 착수할 계획이다.

◆2025년부터 한전과 지속 협의

서산시는 2025년 1월 한국전력공사와 지중화 사업 추진 협의를 시작했다. 같은 해 4월 한국전력공사 충남본부와 세부 추진 방안을 논의했다. 6월에는 전력연구원 지중화 공모사업 설명회에 참석해 사업을 구체화했다.

서산시는 2025년 7월 공모 신청서를 제출했다. 한국전력공사는 올해 서산시를 최종 선정했다고 통보했다.

지중화 사업이 완료되면 신청사 건립과 연계한 도시 경관 조성, 보행자 안전 확보, 주변 지역 활성화 효과가 기대된다.

◆2030년 신청사 개청 목표

이완섭 서산시장은 "청사 건립과 연계한 전선 지중화를 통해 서산 행정 중심축에 걸맞은 도시 환경을 조성하겠다"고 말했다. 이 시장은 "공사 기간 중 시민 불편을 최소화하고 사업이 차질 없이 추진되도록 최선을 다하겠다"고 덧붙였다.

서산시는 2030년 신청사 개청을 목표로 기본 및 실시설계 용역에 착수했다. 신청사는 읍내동 517번지 일원에 건립된다. 연면적 3만 8,414㎡, 지하 1층~지상 7층 규모다. 시청사, 민원실, 의회 청사, 직장어린이집, 주민 편의시설이 들어선다.

Seosan City Pushes Forward with Underground Power Line Project Near New City Hall

KR₩30 Billion Investment with KEPCO Grant Selection...Completion Target 2028

◆Selected for KEPCO Grant After 11 Years, Secures Project Funding

Seosan City in South Chungcheong Province is pushing forward with an underground power line project near its new city hall. Seosan City announced it secured partial funding after being selected for a grant program hosted by Korea Electric Power Corporation (KEPCO) for the first time in 11 years.

The project covers approximately 500 meters from Munhwa-ro to Angyeon-ro. Seosan City will bury power lines underground in this section. The total project cost is KR₩3 billion, with KEPCO and Seosan City each bearing KR₩1.5 billion.

The project period runs from November 2026 to December 2028. Seosan City will secure funding through a supplementary budget in September 2025 and sign a business agreement with KEPCO in October. The city plans to begin detailed design services in November.

◆Continuous Consultation with KEPCO Since 2025

Seosan City began consultations with KEPCO on the underground power line project in January 2025. In April of the same year, the city discussed detailed implementation plans with KEPCO Chungnam headquarters. In June, city officials attended a briefing on KEPCO's underground power line grant program at the Electric Power Research Institute to refine the project.

Seosan City submitted its grant application in July 2025. KEPCO notified the city of its final selection this year.

Once completed, the underground power line project is expected to create urban landscapes linked to the new city hall construction, ensure pedestrian safety, and revitalize surrounding areas.

◆Target Opening of New City Hall in 2030

Seosan Mayor Lee Wan-seop stated, "We will create an urban environment befitting Seosan's new administrative center through underground power lines linked to city hall construction." Mayor Lee added, "We will do our best to minimize inconvenience to citizens during construction and ensure the project proceeds without disruption."

Seosan City has begun basic and detailed design services with a target opening of the new city hall in 2030. The new city hall will be built in the area of 517 Eumnae-dong. It will have a total floor area of 38,414㎡ with one basement level and seven above-ground floors. The building will house city hall offices, civil service centers, city council chambers, a workplace daycare center, and public convenience facilities.
