◆ 대규모유통업법 개정안 대표 발의
송재봉 더불어민주당 의원(청주 청원)이 7일 '대규모유통업에서의 거래 공정화에 관한 법률 일부개정법률안'을 대표 발의했다. 개정안은 쿠팡 등 대규모유통업자의 납품업체·입점업체에 대한 판매대금 정산 관행을 개선하는 내용을 담았다. 송 의원은 과도하게 긴 정산 주기로 인해 납품업체와 입점업체가 겪는 자금 운용 부담과 경영 불안을 완화하는 데 초점을 맞췄다고 설명했다.
◆ 정산기한 최대 60일→20일로 단축
현재 쿠팡 등 일부 플랫폼은 직매입 거래 정산 주기가 최대 60일에 이른다. 판매 후 두 달 가까이 납품업체·입점업체가 자금 부담을 떠안는 구조가 관행으로 굳어졌다. 개정안은 직매입 거래 정산기한을 60일에서 20일로 단축한다. 특약매입·매장임대·위수탁거래 정산기한은 40일에서 10일로 줄인다. 개정안은 대규모유통업자 파산 시에도 판매대금을 보호하는 장치를 마련했다. 상품판매대금 일정 비율 이상을 유통업자 고유재산과 분리해 관리하도록 의무화했다. 파산 시 해당 금액은 납품업체·입점업체에 우선 지급된다.
◆ "공정한 유통 질서 만들겠다"
송 의원은 "티메프 사태와 홈플러스 사례에서 보듯 정산 주기가 길수록 유통업자에게 문제가 생길 경우 피해는 가장 약한 고리인 납품업체와 입점업체에 집중된다"고 지적했다. 송 의원은 "이번 개정안은 단순히 정산기일을 앞당기는 문제가 아니다"라며 "대규모유통업자의 경영상 위험이 거래 상대방에게 전가되는 구조를 바로잡기 위한 것"이라고 강조했다. 송 의원은 "납품업체·입점업체가 안심하고 거래할 수 있는 공정한 유통 질서를 만들어가겠다"고 밝혔다.

◆ Proposes Amendment to Large-Scale Distribution Industry Act
Rep. Song Jae-bong of the Democratic Party of Korea (Cheongju Cheongwon) proposed the 'Partial Amendment to the Act on Fair Transactions in Large-Scale Distribution Industry' on January 7. The amendment includes provisions to improve sales payment settlement practices for suppliers and tenant businesses of large distributors such as Coupang. Rep. Song explained the bill focuses on alleviating financial operation burdens and business instability experienced by suppliers and tenant businesses due to excessively long settlement cycles.
◆ Settlement Period Shortened from Maximum 60 Days to 20 Days
Currently, some platforms including Coupang have direct purchase settlement cycles reaching up to 60 days. The practice of suppliers and tenant businesses bearing financial burdens for nearly two months after sales has become customary. The amendment shortens the direct purchase settlement period from 60 days to 20 days. Settlement periods for special purchases, store leases, and consignment transactions are reduced from 40 days to 10 days. The amendment establishes measures to protect sales proceeds even in case of large distributor bankruptcy. It mandates that a certain percentage or more of product sales proceeds be managed separately from the distributor's own assets. In case of bankruptcy, the corresponding amount is paid preferentially to suppliers and tenant businesses.
◆ "Will Create Fair Distribution Order"
Rep. Song pointed out, "As seen in the TMON-WeMakePrice incident and Homeplus case, the longer the settlement cycle, the more damage concentrates on the weakest links — suppliers and tenant businesses — when problems arise with distributors." Rep. Song emphasized, "This amendment is not simply about advancing settlement dates" and added, "It is about correcting the structure where large distributors' business risks are transferred to their trading partners." Rep. Song stated, "We will create a fair distribution order where suppliers and tenant businesses can trade with confidence."
