충남 서산시가 2026년 군 소음 피해보상금 신청을 2월 28일까지 접수한다. 지급 대상은 2025년 1월 1일부터 12월 31일까지 음암면, 해미면, 고북면, 운산면, 수석동, 석남동 등 관내 소음 대책 지역에 주민등록지를 두고 실제 거주한 주민이다.
지난해 신청하지 못한 주민도 신청 공고 후 5년 내 소급 신청이 가능하다. 다만 지연이자는 지급되지 않는다. 주민은 국방부 군 소음 포털시스템(https://mnoise.mnd.go.kr)에서 거주지 주소의 소음 대책 지역 해당 여부를 확인할 수 있다.
◆ 6개 지역별 접수처 및 일정 다양
신청 접수는 방문, 등기우편, 온라인 등 3가지 방식으로 진행된다. 서산시청 2청사 기후환경대기과와 음암면 주민자치센터는 2월 28일까지 상시 신청을 받는다.
지역별로는 고북면 행정복지센터 1월 12일부터 16일까지, 해미면 행정복지센터 1월 19일부터 23일까지, 수석동 주민자치센터 1월 26일부터 30일까지, 석남동 행정복지센터 2월 2일부터 6일까지 각각 진행된다.
기간 내 지역접수처에서 신청하지 못한 경우 서산시청 기후환경대기과(등기우편: 서산시 고운로 177) 또는 정부24 온라인을 통해서도 신청 가능하다.
◆ 보상금 최대 월 6만 원, 개인별 감액 가능
보상금액은 소음 영향도에 따라 1종부터 3종까지 구분되며, 최대 월 6만 원에서 3만 원까지 지급된다. 소음 대책 지역 전입 시기, 직장 위치 등에 따라 감액되므로 실제 보상금액은 개인마다 상이하다.
서산시는 5월 중 지역소음대책심의위원회 심의를 거쳐 8월 말 보상금을 지급할 예정이며, 이의신청자들은 재심의 후 10월 말까지 지급할 계획이다.
안성민 서산시 기후환경대기과장은 "소음대책지역 거주 주민들이 빠짐없이 신청할 수 있도록 상세한 안내와 지원에 최선을 다하겠다"고 말했다.

Residents who did not apply in prior years can submit retroactive applications within five years of the original notice. However, delayed payment interest will not be provided. Residents can verify whether their residential address falls within a designated noise control area through the Ministry of National Defense's military noise portal system (https://mnoise.mnd.go.kr).
◆ Multiple Application Methods and Schedules Across Six Districts
Applications are accepted through three methods: in-person visits, registered mail, and online submission. The Climate and Environment Division at Seosan City Hall Building 2 and Umam-myeon Community Center accept continuous applications through February 28.
By district, applications are processed as follows: Gobuk-myeon Administrative Welfare Center from January 12-16, Haemi-myeon Administrative Welfare Center from January 19-23, Suseok-dong Community Center from January 26-30, and Seongnam-dong Administrative Welfare Center from February 2-6.
Residents unable to apply at their designated district office can submit applications through the Climate and Environment Division at Seosan City Hall (registered mail address: 177 Goun-ro, Seosan City) or via the Government24 online portal.
◆ Maximum Monthly Compensation 60,000 Won, Individual Reductions Applied
Compensation amounts are categorized into three tiers based on noise impact level, ranging from a maximum of 60,000 won to 30,000 won monthly. Actual compensation amounts vary individually due to reductions based on the timing of relocation to noise control areas and workplace location.
Seosan City will conduct deliberation through the Regional Noise Control Committee in May and disburse compensation by the end of August. Applicants who file objections will receive decisions following re-examination and payments by the end of October.
Ahn Sung-min, head of the Climate and Environment Division at Seosan City, said: "We will do our best to provide detailed guidance and support so that all residents living in noise control areas can apply without exception."
