◆ 정착지원법 개정안 2건 대표발의
더불어민주당 송재봉 의원(청주 청원)이 30일 '북한이탈주민의 보호 및 정착지원에 관한 법률' 일부개정법률안 2건을 대표 발의했다. 민주당 북한이탈주민특별위원회 위원장인 송 의원은 이번 개정안이 북한이탈주민의 안정적 정착과 보호 공백 해소에 초점을 맞췄다고 밝혔다.
◆ 국민연금 가입·범죄피해 주거이전 지원
첫 번째 개정안은 북한이탈주민 국민연금 가입을 제도적으로 뒷받침한다. 정착지원시설 단계에서 국민연금 가입을 지원하고 첫 보험료를 지원해 공적 안전망 진입 장벽을 낮춘다. 두 번째 개정안은 성폭력, 가정폭력, 스토킹 피해를 입은 북한이탈주민 주거이전 지원 사유를 법률에 명시한다. 현장에서 피해자 보호가 지체되지 않도록 지원 기준을 명문화했다.
◆ 송 의원 "안전·존엄·노후까지 지원해야"
송 의원은 "정착지원은 초기 생계 지원을 넘어 안전과 존엄, 노후까지 이어져야 한다"고 말했다. 이어 "성폭력·가정폭력·스토킹 피해는 신속한 분리와 보호가 핵심"이라고 강조했다.

Democratic Party Rep. Song Jae-bong (Cheongju Cheongwon) proposed two amendments to the North Korean Defector Protection and Settlement Support Act on December 30. Song, who chairs the party's Special Committee on North Korean Defectors, said the amendments focus on stable settlement and closing protection gaps for North Korean defectors.
◆ Pension Enrollment and Crime Victim Housing Support
The first amendment institutionally supports National Pension enrollment for North Korean defectors. It provides pension enrollment assistance at settlement support facilities and covers initial premiums to lower barriers to public safety net access. The second amendment specifies legal grounds for housing relocation support for defectors who suffer sexual violence, domestic violence, or stalking. It codifies support criteria to prevent delays in victim protection.
◆ Rep. Song: "Support Must Cover Safety, Dignity, and Retirement"
Rep. Song said settlement support must extend beyond initial livelihood assistance to cover safety, dignity, and retirement security. He emphasized that swift separation and protection are essential for victims of sexual violence, domestic violence, and stalking.
